TITLE
Final Millage Rate for Fiscal Year 2022 - 2023
SUMMARY
The City Manager is requesting that the City Commission hold a Public
Hearing relative to the approval of Resolution 2022-19, which establishes the
Final Operating Millage Rate for Fiscal Year 2022-2023 for the City of Winter
Springs.
On September 12, 2022 the City Commission adopted a tentative operating
millage rate of 2.4100 mills. Tonight the Commission will set the final
operating millage rate which cannot exceed the tentative millage rate. The
decision to levy an operating millage rate of 2.4100 mills as opposed to the
rolled-back rate of 2.2066 mills will result in additional ad valorem General
Fund revenue of$646,555 (net of statutory discount).
RECOMMENDATION
Staff recommends the City Commission adopt Resolution 2022-19
establishing the Final Operating Millage Rate for Fiscal Year 2022-2023 for the
City of Winter Springs at 2.4100 mills which is 9.22% more than the rolled-
back rate of 2.2066 mills.
A 'sample' motion which includes the necessary elements for statutory
compliance is as follows:

RESOLUTION 2022-19
A RESOLUTION OF THE CITY COMMISSION OF WINTER
SPRINGS, FLORIDA, ADOPTING THE F I N A L OPERATING
MILLAGE RATE FOR THE CITY OF WINTER SPRINGS FOR THE
FISCAL YEAR COMMENCING ON OCTOBER 1, 2022 AND
ENDING ON SEPTEMBER 30, 2023; ANNOUNCING THE
PERCENTAGE BY WHICH THE FINAL OPERATING MILLAGE
RATE IS MORE THAN THE ROLLED-BACK RATE; PROVIDING
FOR SEVERABILITY; PROVIDING FOR REPEAL OF PRIOR
INCONSISTENT RESOLUTIONS; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission of Winter Springs of Seminole County, Florida, on
September 26,2022, adopted Fiscal Year 2022-2023 Final Millage Rate following a public hearing
as required by Florida Statute 200.065;
WHEREAS, the City Commission of Winter Springs of Seminole County, Florida,held
a public hearing as required by Florida Statute 200.065;
WHEREAS, the gross taxable value for operating purposes not exempt from taxation
within Seminole County has been certified by the Seminole County Property Appraiser to the City
of Winter Springs on line 4 of the DR420 as $3,178,736,085;
WHEREAS, the City Commission of Winter Springs desires to adopt the final operating
millage rate and publicly announce the percent, if any, by which the final operating millage
rate is more than or less than the rolled-back rate; and
WHEREAS, the City Commission of Winter Springs deems that this Resolution is in the
best interest of the public health, safety, and welfare of the citizens of Winter Springs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS
FOLLOWS:
Section 1. Incorporation of Recitals. The foregoing recitals are deemed true and correct
and are hereby fully incorporated by this reference.
Section 2. The City Commission adopts its final operating millage rate of 2.4100 mills for the
fiscal year commencing October 1,2022 and ending September 30,2023.
Section 3. The final operating millage rate of 2.4100 mills is 9.22% more than the computed
rolled-back rate of 2.2066 mills.

Section 4. Within three (3) days of the date of this Resolution, the Finance Director shall
forward the Resolution adopting the final millage rate to the Seminole County Property Appraiser
and the Seminole County Tax Collector.
Section 5. Within thirty (30) days of the date of this Resolution, the Finance Director shall
certify compliance with Chapter 200, Florida Statutes by causing the Certification of
Compliance, along with all necessary documentation, to be sent to the Property Tax
Administration of the Department of Revenue.
Section 6. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts of
resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 7. Severability. If any section, subsection, sentence, clause,phrase, word, or portion
of this Resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portion hereto.
Section S. Effective Date. This Resolution shall become effective immediately upon adoption
by the City Commission of the City of Winter Springs,Florida.
RESOLVED by the City Commission of the City of Winter Springs, Florida, in a public hearing
assembled on this 26th day of September,2022.
