Waste Pro Contract Extension
SUMMARY
The Finance and Public Works Departments request that the City Commission
receive the results of the Seminole County solid waste cost survey and extend the
term of the existing Solid Waste Agreement with Waste Pro of Florida, Inc. for one
year effective March 1, 2020.
On February 2S, 2019, Ordinance 2019-04 was approved, which renewed the
existing solid waste franchise with Waste Pro of Florida, Inc. by extending the term
for one year effective March 1, 2019 with an option for the City to extend an
additional one year. Pursuant to Ordinance No. 2006-001, as amended by
Ordinance No. 2010-24 and Ordinance No. 2019-04, Waste Pro has been providing
Solid Waste Services within the municipal boundaries of the City of Winter Springs
since 2006 in accordance with the Solid Waste Agreement adopted by said
Ordinances ("Existing Franchise Agreement").
In recent weeks, we conducted a solid waste cost survey (Attachment A) of all
Seminole County municipalities as well as Unincorporated Seminole County. As
you will see from the attachment, not every agency has the same service frequency
nor utilizes the same collection method. All but two of the respondents have the
same pick-up frequency as the City of Winter Springs,which includes two garbage
pick-ups, one recycling pick-up, and oneyard waste pick-up each week. Lake Mary
and Oviedo only offer one garbage pick-up per week. Casselberry and
Unincorporated Seminole County pay the lowest collection rate; however, their
collection is manual, and they do not provide the residents with garbage cans.
Furthermore, Casselberry limits the garbage can size to 32 gallons (not to exceed
SO pounds), and Unincorporated Seminole County limits the size to SO gallons (not
to exceed SO pounds). Waste Pro provides Winter Springs' residents with a heavy-
duty, wheeled, 96-gallon garbage toter, which offers the City of Winter Springs a
consistent community look aswell as customer convenience/ease. It should also be
noted that all three of the Unincorporated service areas have twice the number of
households as Winter Springs.
Earlier thisyear, the University of Central Florida conducted an independent survey
resulting in a score of 90.8%, which was sufficient for Waste Pro to receive a
performance bonus. The survey results served as discussion points between Waste
Pro and the City and provide action steps for service improvement, including an
educational initiative and expedited service issue resolution.
Given the results of both surveys (cost and customer satisfaction), staff
recommends extending the term for one year, and Waste Pro is also willing to
extend. The Solid Waste fund balance is sufficient to absorb the anticipated
appropriation for operations.
RECOMMENDATION
Staff recommends the City Commission extend the term with Waste Pro for one
year effective March 1, 2020.
