Staff has been evaluating options for major repairs, replacement, or even elimination. It will take several years to complete the design, permitting, secure financing, and then complete the construction of new wastewater treatment plants. Immediate mechanical repairs are needed for the current facilities to operate efficiently and maintain compliance while capital decisions are being made. As part of the priority repairs at the City's two wastewater treatment plants, engineering services are needed for the installation of fine influent screens, replacement of the aeration system, metal repairs, and replacement of valves. A proposal by CPH, Inc. for this scope of work is included as Attachment 1. The cost for these services is $96,131.48 and has been appropriated in the FY2020 capital budget in the Utility Enterprise Fund. CPH, Inc. was approved as an Engineering Continuing Services Consultant on December 8, 2014 under Consent 300 in response to PFQ#001/1S/BF. RECOMMENDATION Staff recommends the City Commission authorize CPH, Inc.to provide Engineering Services for priority repairs at the City's two wastewater treatment plants in the amount of $96,131.48 from the Utility Enterprise Fund. Additionally, authorization for the City Manager and City Attorney is requested to prepare and execute any and all applicable contract documents consistent with this Agenda item. CPH received a scope of work and timetable/schedule from Veolia. The engineering services listed in Exhibit A are incorporated herein. These two items are attached as Exhibit A. CPH understands that the City is looking to have this work performed and a plan developed as quickly as possible and we commit to the schedule provided. SCOPE OF SERVICES Based on our meeting at City Hall, November 7, 2019, the written scope from Veolia and our field visit to the East Water Reclamation Facility (East WRF) with Veolia officials on November 7, 2019, we have made the following assumptions in our preparation of the fee estimate for this Project: 1) Our design effort is based on the equipment described by Veolia. We will not investigate other manufacturers or types of equipment during the design phase. 2) We will design an enclosed chute to carry the screenings down to a dumpster. We will address the access issues for dumpster pickup in our design. 3) We will address access issues around the screen in accordance with the manufacturers and the operations maintenance personnel requirements in order to perform routine observation and maintenance. 4) During the investigation phase, rehabilitation items will be categorized with an emphasis on the "process" and "safety" issues having the highest repair priority. 5) Since the systems will be operational during our field investigations, we will not be able to assess conditions below the water level. Repairs will be described in unit pricing terms to allow flexibility in the amount of work that can be performed. A reasonable estimate of quantities will be made based on the visual inspection. 6) Existing facility surfaces will not be cleaned or sand blasted and recoated. Cleaning, sand blasting and coating will be performed where repairs are made to the baffle walls, miscellaneous steel and structural steel. New structures and plate steel will be coated as required or recommended by the manufacturer. 7) We are not providing a structural analysis of the existing structures. Our structural analysis will be performed only for the support of the new screens and associated piping and chutes. 8) We have assumed that the new equipment described does not have any electrical requirements. 9) We have assumed, based on the Veolia scope, that there are no electrical items in the rehabilitation. We have not provided for any electrical design services. r SUPPLEMENTARY SERVICES If authorized in writing by the Owner, and prior to the rendering of such services, the engineer will furnish or obtain under subcontracts, supplementary services of the following types which will be paid for by the Owner: - Additional services due to significant changes in the scope of the project or its design including, but not limited to, changes in size, complexity, character of construction or due to time delays in initiating or completion of the work as described herein. - Preparing to serve as an expert witness for the Owner in any protest, litigation, or other proceeding involving the project. - Additional engineering services required by revisions to regulations (after the date of this contract) as applicable to the Florida Department of Environmental Protection, the St. Johns River Water Management District, or other regulatory agency requirements. - Provide, through a subconsultant, soils, electrical, or surveying, additional services if required or requested by the Owner. PAYMENT Compensation paid Engineer for services described herein and rendered by principals and employees assigned to the project are computed by multiplying Standard Classification Billing Rates for all classifications of employees directly engaged on the project, times the number of hours worked on the project. The Engineering Hourly Not-To-Exceed fee for the services described herein is estimated to be $96,151.48. The attached Exhibit B provides an estimated man-hour break down and associated cost to perform the services as outlined. The fee includes out-of-pocket expenses and will be specifically identified in periodic invoicing, and include such items as transportation and subsistence of principals and employees when traveling in connection with the project, tolls, telephone calls, photocopies, blueprints and plots, etc. Invoices will be submitted periodically, indicating the hours expended during that billing cycle. Progress invoices will be submitted based on the Engineer's time spent for the billing period. Expenses for items not specifically valued herein are to be reimbursed to the engineer at the actual cost thereof. Charges for the services rendered by principals and employees as witnesses in any litigation, hearing or proceeding in accordance with this Contract will be computed at a rate of $1,200 per day or any portion thereof. If this Contract is terminated during prosecution of the services prior to completion of the services, payments to be made on account of that and all prior work under this Contract shall be due and payable, and shall constitute total payment for services rendered. In addition, upon termination, engineer shall be paid for any Supplementary Services authorized and rendered. Project Description The City of Winter Springs proposes to perform priority repairs to their East and West Water Reclamation Facilities (WRF). It is the intention of the City to effect these repairs as quickly and efficiently as possible while providing the best value for the Citizens. The following represents a brief listing of the known repairs required and is not intended to be complete and comprehensive: West WRF (both plant 1 and 2) • Demo screening equipment and replace with Parkson Hycor Hydroscreening equipment. Reuse/replace structural support as needed. • Repair corroded existing internal baffle systems. • Rehab RAS airlift piping. • Install new Sanitaire diffuser equipment. • Repair/level existing clarifiers. • Rehab influent feed troughs • Provide chemical feed to clarifiers for Alum and Polymer • Provide a solution for the underground air leaks at both plants. East WRF Install new Parkson Hycor Hydroscreen adjacent to existing screen/flow splitter on plant#2. Provide new supporting structure adjacent to existing structure. Route influent through new screen and utilize existing splitter box to continue splitting flows between plants 1 and 2 as currently provided. Scope identical to both Plant#1 and Plant#2. • Repair corroded existing internal baffle systems. • Rehab RAS airlift piping. • Install new Sanitaire diffuser equipment. • Repair/level existing clarifiers. • Rehab influent feed troughs • Provide chemical feed to clarifiers for Alum and Polymer • Provide a solution for the underground air leaks at both plants. 2. Engineering Design Phase Services Task 1- Pre-Design • Attend 1 project kickoff meeting to discuss overall project objectives. • Provide site boring(s) if deemed necessary regarding new support structures. • Provide survey services if deemed necessary to support site needs and verify key as- built conditions. Task 2- General Field Evaluations • Provide evaluations of existing plant conditions. o Evaluate all tankage baffle systems. Develop unit price repair types. o Evaluate influent feed troughs. Develop unit price repair types. o Evaluate current clarifier alignment and recommend repairs. o Evaluate all diffuser systems including existing blowers and pipe distributions systems. The blowers are not currently listed for replacement. Task 3- Design Phase-30% • Develop the design to a 30% level. o Provide general hydraulic design review of Parkson Hycor equipment to allow the City to draft preliminary procurement documents. Preliminary sizing of Parkson equipment. o Provide general review and conceptual sizing of new diffuser systems to include recommendations of fine bubble diffusion equipment/systems. o Provide general equipment layout configuration. o Provide preliminary structural development. o Provide preliminary clarifier repair plan. Include basic sketches with narratives. o Develop unit price repair types for baffles/and influent troughs. o Provide preliminary chemical feed tie in and routing details for addition of Alum and Polymer to the clarifiers. o Provide preliminary specifications. o Provide Engineers Opinion of Probable cost 30%. o Submittal of the preliminary package to the City and schedule/attend a review meeting and follow-up with minutes and responses to confirm/address any questions from the City, incorporate any agreed to changes in the design documents. Task 4- Design Phase-75-90% • Develop the design to a 75-90% level. o Finalize hydraulic review of influent piping configuration changes along with final sizing of screening equipment. o Finalize hydraulic/process review of air distribution systems. Provide layout of air diffusion system. o Provide supporting calculations/information demonstrating expected oxygen transfer performance, required CFM, and existing CFM capacity. o Provide complete process equipment specification with layout details sufficient to perform an advanced procurement of the Parkson Hycor screens (3 ea.). o Provide final equipment layout configuration. Task 5- Design Phase-100% IFC • Finalize drawings and specifications o Incorporate any agreed to changes in the design documents from the 75-90% design review. This issue will be distributed as a 100% Draft. Upon concurrence that all changes have been incorporated, the 100% design drawings and specifications shall be issued as stamped and sealed 100% IFC. • Prepare applications for and coordinate any required regulatory permits and approvals including City of Winter Springs, and FDEP. 3. Construction Phase Services Task 1- Submittal reviews • Provide submittal reviews for: o Screening equipment. o Diffuser equipment. o Structural steel shop drawings. o Concrete and reinforcing steel shop drawings. Task 2- RFI responses • Provide RFI responses as necessary through the construction period. o Assume 20 RFI's. o Assume 3 site visits to review complex RFI's. Task 3- Meetings/ Requested Site Visits • Attend meetings through the construction period. o Assume 6 meetings.
