CALL TO ORDER
Chairperson Tom Vagnini called to order the Wednesday,July 20,2022 Pegular
Meeting of the Tuscawilla Lighting and Beautification District Advisory
Committeeat5:15 p.m. in the Commission Chambersofthe Municipal Building
(City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairperson Tom Vagnini, present
Vice-Chairperson Ellen Paul, present
Committee Member Terri Bivona, present
Committee Member Skip Arok, present
Committee Member Sandy Scholl, absent
City Clerk Christian D. Gowan, present
A moment of silence was followed by the Pledge of Allegiance.

Beautification District Advisory Committee Regular Meeting Minutes.
No discussion.

500)Quarterly Fiscal Year 2022 Year-To-Date Expenditure Details
Ms. Donna Bruno, Controller, Finance Department and Mr. Kevin Maddox,
Landscape Manager, Operations Department noted they were available for
questions.
Discussion followed on expenses for leaf removal, low voltage lighting,
streetlights, and the assessment rate.
Ms. Bruno noted that Staff was continuing to look into new streetlights and
reviewed previous discussions where it was determined the assessment rate
would remain for the next fiscal year.
Brief discussion followed on the fountain backup power sources. Mr. Maddox
noted that currently the backups were in use while Staff awaited repairs to be
completed on the primary generator.
The Committee commented that the median work that had been completed
looked good.
501)General Discussion on Tuscawilla Lighting and Beautification District
Projects
Mr. Maddox noted that the work on the fountains had been completed. Mr.
Maddox then informed the Committee that the City was in the process of
changing landscape contractors from Brightview and noted that the Request

for Proposals (RFP) had gone out, the Advisory Selection Committee had met,
and the recommendation would go to the City Commission for approval on
August 8, 2022. Mr. Maddox told the Committee an email could be sent
following the Commission's decision to further update Committee Members.
Discussion followed on potential Committee involvement in the selection
process. Ms. Casey Howard, Deputy City Manager noted that the contract in
question was to complete Brightview's current term and that a lengthier
process would follow once a new full-term contract was put out to bid. Ms.
Howard noted that the Committee would certainly be involved in that process.
Brief discussion followed on irrigation, railing that needed to be cleaned, and a
dog that was observed in the fountains.
Ms. Howard noted that new palms had been installed on Tuskawilla Road.
Committee Members noted they had seen them and complimented Staff. Ms.
Howard also spoke briefly about the process of changing the assessment rate.
Committee Members thanked Staff for their work and for providing valuable
information that aided in decision-making.

Chairperson Tom Vagnini opened Public Input.
Ms. Jean Johnson, 679 Vistawilla Drive, Winter Springs shared concerns
about obstructed views at various intersections throughout the City.
Manager Boyle noted that the areas of concern were not within the
assessment district's jurisdiction. Ms. Howard noted Staff could look into the
matter.
Chairperson Tom Vagnini closed Public Input.

Chairperson Vagnini adjourned the Regular Meeting at 5:50 p.m.
