CALL TO ORDER
Chairperson Tom Vagnini called to order the Wednesday, April 20, 2022
Regular Meeting oftheTuscawilla Lighting and Beautification District Advisory
Committee at 5:15 p.m. in the Commission Chambers of the Municipal Building
(City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

500)Quarterly Fiscal Year 2022 Year-To-Date Expenditure Details
Ms. Donna Bruno, Interim Director, Finance Department introduced herself,
spoke briefly about past discussions to look at increasing the rate ceiling, and
Staff's recommendation that the ceiling not be raised for the upcoming Fiscal
year to allow for proper planning.
The discussion was put on hold to allow for copies to be made for Committee
Members.
501) Update on Fountain and Landscape Project
Mr. Kevin Maddox, Landscape Manager, Operations Department provided an
update, noted some challenges that presented themselves during the
fountain work which would result in an increase ($4-6k) in the price of the
project. In regardsto the medians, he noted efforts to pull bad sod and said the

first round should be completed by the end of the week when contractors
would then move to the second round of median rehab.
Discussion followed on landscaping in certain medians that needed to be
addressed, specifically in medians 18 and 20, asking Oviedo to better maintain
their landscaping, and lighting in the fountain.
Mr. Maddox noted that he anticipated two more weeks of work on the fountain
before it was completed.
500) Quarterly Fiscal Year 2022 Year-To-Date Expenditure Details
Ms. Bruno continued her discussion and then presented the 2022 Year-To-Date
Expenditure Detail for the maintenance and capital funds.
Further discussion followed on the rate study that would be required to raise
the assessment in Fiscal Year 2024.
Mr. Shawn Boyle, City Manager spoke briefly to the Committee to explain
placeholders in the budget to allow for proper planning.
Ms. Casey Howard, Deputy City Manager explained that Staff was looking for
a recommendation of approval or changes that were desired in the budget
presented to the Committee.

FOR BOTH THE CAPITAL AND MAINTENANCE PORTIONS FOR TLBD AND TO
RECOMMEND THE BUDGET AS PRESENTED BY STAFF TO THE COMMISSION."
MOTION BY CHAIRPERSON VAGNINI. SECONDED BY COMMITTEE MEMBER
SCHOLL DISCUSSION.
Ms. Howard noted that the Committee could discuss further changes in July if
the Committee desired but Staff wanted to be able to present something to
the City Commission.

MOTION CARRIED 4-0.
502) Discussion on Streetlighting
Ms. Bruno noted Duke had reached out to the City regarding an opportunity
to upgrade streetlights at no cost to the City or HOAs. Ms. Bruno further noted

that the City had been provided with four (4) examples of new light head
options, and sought feedback on the available options.
Discussion followed on different brightness levels, timelines for installation,
issues that had been observed with the current lights, and the Committee
spoke favorably about the possibility of new lights.
Ms. Bruno noted no action was required of the Committee at thistime and said
she would next present to the City Commission and continue conversations
with Duke.

Chairperson Tom Vagnini opened Public Input.
Mr. Rob Elliott, 925 Chokecherry Court, Winter Springs com mented on an
entryway not within the City and asked the Committee to look into who was
responsible for the upkeep.
Ms. Howard noted Staff could look into the matter.

Vice-Chairperson Paul adjourned the Regular Meeting at 6:44 p.m.
