Roll Call: Chairperson Kok Wan Mah, present Vice-Chairperson Michael Ferrante, present Board Member Bart Phillips, present Board Member Mark Gordon, present Board Member Kenneth Spalthoff, absent Assistant City Attorney Kristin Eick, present Assistant City Clerk Tristin Motter, present A moment of silence was followed by the Pledge of Allegiance. No changes were made to the Agenda. AWARDS AND PRESENTATIONS 100. Not Used INFORMATIONAL AGENDA 200. Not Used PUBLIC INPUT Chairperson Mah opened Public Input. No one spoke. Chairperson Mah closed Public Input. CONSENT AGENDA 300)Approval of the Thursday, February 10, 2022 Planning and Zoning/Local Planning Agency Regular Meeting Minutes CITY OF WINTER SPRINGS,FLORIDA MINUTES PLANNING AND ZONING BOARD/LOCAL PLANNING AGENCY REGULAR MEETING-DUNE 2,2022 PAGE 2OF3 "I WILL MAKE A MOTION THAT WE APPROVE THE MINUTES OF FEBRUARY 10T" 2022." MOTION BY VICE-CHAIRPERSON FERRANTE. SECONDED BY BOARD MEMBER GORDON. DISCUSSION. VOTE: GORDON (AYE); FERRANTE (AYE); MAH (AYE); PHILLIPS (AYE); SPALTOFF (AYE) MOTION CARRIED 5-0. PUBLIC HEARINGS AGENDA 400. Not Used REGULAR AGENDA 500)Town Center Uses Discussion Cover Paae Sec. 20-323. - Permitted uses Mr. Nick Tafelsky, Senior City Planner, Community Development Department introduced himself to the board and then began the presentation. Staff requesting the Board to review sectors for town center and see if the Board would like to change or update any of the statuses of the transects within the Town Center. Staff explained the differences of the sectors and relayed that the main focus to this review and possible revision is for the Transect TS Town- center. Mainly the used allowed within that transect because if it is not stated in the Code it is strictly prohibited unless an applicant gets a conditional use. Staff is looking to help make the City more business compatible and update the Code for more current and relevant businesses but also still follow the vision for the Town Center. Discussion ensued on applications submitted that have needed a conditional use, lot coverage percentage, and other business types such as Food halls that are not fully clear. REPORTS PUBLIC INPUT Chairperson Mah opened Public Input. Mr. Rob Elliot, 925 Chokecherry Court, Winter Springs Florida 32708 spoke regarding doggie station should be provided within the Town Center. Mr. Elliot additionally asked about the protocol the City has for business that can't have physical stores due to things the business is wanting the City does not allowed.
