Mr. Littrell presented the annual drinking water quality report, noted someviolations, and concluded by saying that Winter Springs' water complied with state and federal requirements. Mr. James Evans, 277 Almaden Ct, Winter Springs, FL thanked the City for their outreach while he was sick and recovering. Mr. Phil Kaprow, 7005 Antelope Trail, Winter Springs, FL asked the City to contemplate changing or suspending the city's existing limits on signs in yards. Ms Gina Shafer, Winter Springs Village, Winter Springs, FL spoke against the requirement to wear masks as mandated by the Seminole County Commission's Executive Order. Further, thanked the City for its support of law enforcement and encouraged the sharing of water quality results. Mayor Lacey closed "Public Input." CONSENT AGENDA 300. Mr. Cale Matthews, 1208 Howell Creek Dr, Winter Springs, FL noted the intended purpose of the unit is to house his mother-in-law. Mayor Lacey opened the Public Hearing for Item 400. Mr. Christopher Schmidt read an email submitted,by Mr. Ed Mignone, 7206 Howell Creek Drive, Winter Springs addressing drainage concerns.' Mr. Maurice Kaprow, P.O. Box 795233, shared concerns and spoke in favor of adding a minimum 6-month stay requirement. Ms Gina Shafer, Winter Springs l/illage, Winter Springs, FL shared some concerns and spoke about lease terms that can be established in covenants and restrictions. Mr. James Evans, 277AImaden Ct, Winter Springs, FL spoke about housing shortages and ADUs and shared concerns about restrictive policies focused on ADUs. Affirmation of Existing City Values and Discussion on Community Dialogue Workshops Manager Boyle spoke briefly about a letter crafted by himself and Chief Deisler highlighting the customer service approach of the Winter Springs Police Department and actionable items to keep improving. Continuing, Manager Boyle noted a draft resolution that would create a panel, named by the City Commission, to provide input and work to implement identified actionable items. Seat Three Commissioner/Deputy Mayor Ted Johnson • Complimented Brooke on the Celebration of Freedom Parade. • Commented on the great organization of the Tree Giveaway. • Commended the Winter Springs Police Department for its community programs and support. 606. Seat Five Commissioner Geoff Kendrick • Announced that the Florida League of Cities Annual Conference, being held August 14-15, 2020, would be virtual. Mayor Charles Lacey • Praised Brooke for her creativity in creating safe and fun events such as the recent Fourth of July parade. PUBLIC INPUT Mayor Lacey opened "Public Input" Mr. Ron Licthart, 7036 Winding Water Circle, Winter Springs, FL commended Shawn Boyle and the staff on the budget and their work for the City. Ms Gina Shafer, Winter Springs Village com mended Shawn and encouraged sharing the reduced millage rate in the newsletter. Asked about an ordinance regarding unrelated individuals living in single-family residences. CITY COMMISSION MINUTES I REGULAR MEETING I MONDAY, 778 From: Ed Mionone To: City Clerk Department Subject: CITY COMMISSION REGULAR MEETING 7/13/20 Item 401 Date: Friday,July 10,2020 10:54:32 AM EXTERNAL EMAIL: [Caution: Do not click on links or open any attachments unless you trust the sender and know the content is safe.] Christian Gowen, We are writing a second time about the ADU to be built at 1208 Howell Creek Drive. According to the agenda for 7/13/20,none of our concerns seem to have been addressed in approval recommendations. It was brought up in the June 3 meeting , Planning and Zoning Board and noted in the minutes. We are greatly concerned about water runoff being diverted by this structure onto our property and towards our house. Everytime it rains there is a lot of water running down all our driveway areas due to us being uphill but all one has to do is look at their driveway apron and see the runoff of sand built up to figure the runoff. The City's own Engineer Bryant Smith in Aug 2018 told me there is a lot of natural water runoff due to us being up hill. Here again is a list of our concerns: Agenda Item 401: Accessory Dwelling Unit-Matthews 1208 Howell Creek Dr. Our concerns are in reference to the Permit Questionaire item 16 (flood hazard) and 18 (surface water management) and Privacy of neighbors. -This structure will be built uphill on property and our concern is it will divert runoff rainwater to our property and house at 1206 Howell Creek Dr. - Runoff was diverted from property 2 homes west of us causing water to enter our neighbors home and wash out under our driveway. We were in contact with Winter Springs City Engineer Bryant Smith in Aug 2018. Our neighbor had to install a costly drain system to stop water from entering her home. - We would request at least a drainage survey and drainage system installed to keep diverted water from flowing onto our property or into our home. We would want owners of 1208 Howell Creek Dr to accept responsibility and repair any damages to our home caused by diverted water. -Also it says ADU will be screened so as not to be seen by neighboring properties. Unless they are putting in 20ft shrubs or hedges between the structure and our house, it will be in full view from our main living area. One other thing, as neighbors,we were never notified by the City about this project until the City sign was placed on their property. Letters were supposedly mailed out but we never received one.
