CALL TO ORDER
Mayor Charles Lacey called the Regular Meeting of Monday, May 11, 2020 of the City
Commission to order at 6:30 p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

Interim City Clerk Christian Gowan read a letter submitted by Mr. Jesse Phillips on
behalf of the Winter Springs Community Association, which asked that the

Commission formally reach out to MetroPlan Orlando to conduct a traffic study of
the entire SR 434 Corridor and noted that this should be no cost to the City.'

400. First Reading of Ordinance 2020-03 Amending Chapter 5 of the City Code
Regarding Tree Protection and Preservation
"MOTION TO READ BY TITLE ONLY." MOTION BY COMMISSIONER HOVEY.
SECONDED BY COMMISSIONER CANNON.
MOTION PASSED WITH UNANIMOUS CONSENT.
Attorney Garganese Read Ordinance 2020-03 by title only.
Mr. Christopher Schmidt, Director, Community Development Department provided
a brief overview of the ordinance and proposed changes.
Attorney Garganese then provided a comprehensive overview of the ordinance and
invited questions from the Commission.
Discussion followed on definitions, licensing requirements, enforcement, insurance
requirements, and inspections.
Manager Boyle and Attorney Garganese agreed to look in to the concerns that were
raised and bring answers in time for the second reading.
Mayor Lacey opened the Public Hearing for Item 400.

REPORTS
600. City Attorney Anthony A. Garganese
• No report
601. City Manager Shawn Boyle
• Presented the following proposed reopening schedule, subject to change:
o May 23, 2020 - open playgrounds, park bathrooms, and splash pads
o May 25, 2020 - open City Hall
o May 27, 2020 - open basketball courts
• Noted that enhanced cleaning protocols would continue and that social
distancing guidelines would need to be followed.
• Noted that the Senior Center is not currently in the plans to be opened, as there
are no procedures yet available to safely open the facility.
• Announced that May 28, 2020 would be the deadline to decide on a July 4t"
event.

603. Seat Five Commissioner Geoff Kendrick
• Noted the May 21, 2020 Tri-County League of Cities Meeting had been
cancelled and that the ethics training had been postponed to the September
17, 2020 meeting in Ocoee.
• Thanked everyone for their hard work on the arbor ordinance.
• Wished everyone a happy belated Mother's Day.

605. Commissioner Jean Hovey
• Highlighted the efforts of teachers and thanked them for going above and
beyond to keep in touch with their students.
• Mentioned learning about a diversion of money from car sales to the HOPE
Scholarship which diverts sales tax money from the state.
606. Seat Two Commissioner Kevin Cannon
• Thanked all staff involved in the arbor ordinance updates and also thanked
Manager Boyle for his leadership during this time.
• Inquired when it would be known if the Florida League of Cities Annual
Conference would be held.
o Interim City Clerk Gowan offered to reach out to the Florida League of
Cities and keep the Commission informed.
• Noted that he has not heard complaints about the decision to not open Camp
Sunshine and that parents understand that the City is being responsible.
607. Seat Three Commissioner/Deputy Mayor Ted Johnson
• Mentioned a visit to Torcaso Park and noted the improvements that have been
made, including beautiful trees that are now planted.
• Asked Ms. Casey Howard, Director, IT & Administrative Services Department
about ribbon cuttings.
o Ms. Howard responded that Ms. Brooke Rissi, Marketing & Events
Manager, IT & Administrative Services Department would be getting in
contact with the Commission to set a date.
• Highlighted the work being done at Dominick's restaurant where they
continue to provide free hot lunches to school children.
608. Seat Four Commissioner TiAnna Hale
• Thanked Manager Boyle and everyone for all they have done and are doing for
the City during this time.
• Thanked residents and volunteers.

TO: Mayor Lacey and Commissioners
SUBJ: SR-434 Study Request—To Be Read During Public Input
May 11, 2020
Mayor Lacey and Commissioners:
The Winter Springs Community Association recommends the City of Winter Springs formally
ask MetroPlan Orlando to conduct a traffic study of the entire SR-434 Corridor in order to
discover ways to improve our city's traffic problems.While resolving traffic issues along the
SR-434 corridor between 417 and Oviedo remains a high priority,our Association feels traffic
and congestion issues encompass the entire span of 434 through the city. Our"Fix 434" Impact
Initiative has included proactive conversations with officials from Seminole County and
MetroPlan. As a result of this constructive leadership dialogue,we have learned of an
opportunity provided by MetroPlan to conduct a traffic study at no cost to the city,if requested
by this commission.
Background: Last fall,our Association conducted community surveys and found issues of traffic
and congestion to be of importance to city residents. Our Association leadership decided to take
a proactive approach to bring relief to congestion along the SR-434 corridor between the 417 and
Oviedo. President Ken Greenberg presented a letter to Seminole County commissioners
requesting the county work with the Florida Department of Transportation to bring much needed
relief without adding additional tax burden to city residents.The "Fix 434" Impact Initiative is
designed to raise awareness and test public support for the effort.
The Association partnered with Seminole County leadership and promoted a public meeting
hosted by Seminole County to hear from residents on the project.Executive Vice President Jesse
Phillips also lobbied the City of Winter Springs to support the project at a meeting in which this
commission passed a resolution to support our efforts to fix SR-434.
Our efforts to ensure strong support for this initiative have been fruitful.We conducted surveys
as recently as February showing Winter Springs residents approve of the efforts of Seminole
County to address traffic safety by adding modern design roundabouts and enhanced pedestrian
trails and crossings by a significant margin. Although we have not surveyed the opinions of
residents on issues pertaining this proposed MetroPlan traffic study,we infer public support for
resolving traffic problems toward the outskirts of the city would translate to even stronger
support for resolving traffic problems through the heart of the city.
If the commission is inclined to make this request,we will be happy to add our voices in support
in a way consistent with our track record of success on this initiative to date.
