Home My WebLink About2021 10 25 Consent 301 - Police Vehicle Purchase • CONSENT AGENDA ITEM 301 ,n m=ared CITY COMMISSION AGENDA I OCTOBER 25, 2021 REGULAR MEETING 1959 TITLE Police Vehicle Purchase SUMMARY The Police Department requests to purchase five (5) new patrol fleet vehicles from Crestview Ford via sole source procedures at the price of$37,895 per vehicle. This process is being used as this vendor has units on their lot ready for delivery and the supply chain deficiencies will not allow vehicles to be delivered via contract until 2023. The fully-loaded proposed capital expenditure for the vehicles with installed patrol package from Lights & More is not to exceed $233,000. When replacing police vehicles, many factors are considered such as the current vehicle age, mileage, average annual mileage, purpose, fuel economy, service cost/history, residual value, etc. These new vehicles will replace five (5) aging vehicles per the replacement schedule created after conducting comprehensive research on vehicle viability and service life. Crestview Ford has these units ready for immediate delivery. This arrangement offers marginal turn-around time to equip the new vehicles and put them in service. The unit price for the fully equipped 2021 Ford Interceptor SUV is $37,895 for a total purchase price for all five vehicles including emergency equipment and outfitting not to exceed $233,000. The funding source for the purchase of these police Ford Interceptor vehicles and related emergency equipment is the approved FY 2022 Infrastructure Surtax - 3rd Generation Fund #121. RECOMMENDATION Staff recommends the City Commission approve the purchase of five (5)fully- equipped/marked police vehicles using Crestview Ford via sole source finance protocols and Lights & More via quote process for a total cost not to exceed $233,000. 349 CITY OF WINTER SPRINGS SOLE SOUPCE JUSTIFICATION FORM Contact Finance Department early in the purchasing process. Urgent requests for sole source purchase caused by poor planning or the non-availability of funds will not normally be approved unless the benefits of expediting the request outweigh the harm of restricting competition. Completion of this form does not guarantee the approval of the procurement request. Finance Department reserves right to competitively bid, negotiate pricing or to solicit additional information and remain the final authority on all procurement issues.
