TITLE
Purchase of new infrastructure server appliances and backup system funded by the
CARES Act
SUMMARY
In response to the COVID-19 Pandemic and national emergency, the Mayor and City
Commission of the City of Winter Springs issued a Declaration of Emergency on April
2, 2020 pursuant to Chapter 252.38(3)(x), Florida Statutes and Section 2-255 of the City
Code of the City of Winter Springs, Florida. On June 10, 2020 Governor Ron DeSantis
announced the Seminole County CARES Funds initial allocation to be $20,582,500. On
September 28 the Commission approved the interlocal agreement with the County for
CARES Act funding reimbursement. The City submitted to the County an estimate of
the need for reimbursement of CARES Act Funding which includes costs to purchase
the necessary supplies and equipment to handle increased workload to critical
systems from telecommuting staff. In addition, we will be able to increase our cyber-
security capabilities to allow for fast and reliable backup recovery, necessary for
inherit risks associated with an increased exposure to virtual conferencing, City staff
home networks, and public transactions. In addition, these systems are designed to be
disaster recovery capable and handle failover to a backup location, in the occurrence
of an emergency or catastrophic event. The cost to purchase was $145,808.88. The
County agreed that this purchase agrees with the terms and conditions of the CARES
Act funding.
RECOMMENDATION
Staff wishes to inform the commission of the purchase of new infrastructure server
appliances and backup system funded by the CARES Act; under permission granted to
the City Manager under Section 2-255 of the City Code of the City of Winter Springs,
Florida. No further action by the commission is necessary.
