Surplus Assets
SUMMARY
The attached surplus asset list, details fixed assets that are no longer
functional or needed and will be disposed of according to the City's Fixed
Asset procedure.
RECOMMENDATION
Staff recommends the Commission to authorize the disposition of surplus
assets listed on the attached disposition sheet.

Over the past several years, the Winter Springs Police Department Criminal Investigations Unit has evolved
through implementing the Street Crimes Unit. Equipment was ultimately purchased to facilitate their day-to-
day operations. During this time, we have also had investigators assigned to various task force units such
as the DEA and FDLE Cybercrime divisions. However, many of these task force members have since
retired, and we have not backfilled their positions. This, coupled with the advancement of technology, has
now made much of the equipment obsolete and no longer needed for the day-to-day operations of the
Criminal Investigations division.
Based on this information, I request that the Cellbrite Cell Phone Reader System (WS #301928) and Sony
Digital Video Cameras (WS#307320) be approved for asset disposal. Digital Forensics from the Seminole
County Sheriff's Office is responsible for all digital downloads and possesses the newest technology to
access any phone. Second, the Criminal Investigations unit has multiple recording devices that provide
quality video needed to complete thorough investigations that this system does not possess.
