Roll Call: Mayor Kevin McCann, present Deputy Mayor Ted Johnson, present Commissioner Matt Benton, present Commissioner Kevin Cannon, present via telephone Commissioner TiAnna Hale, present via telephone Commissioner Rob Elliott, present City Manager Shawn Boyle, present City Attorney Anthony A. Garganese, present City Clerk Christian Gowan, present Commissioner Rob Elliott offered the invocation followed by the Pledge of Allegiance. No changes were made to the agenda. PUBLIC INPUT Mayor McCann opened Public Input Ms. Asima Azam, Esquire, Divine & Estes, P.A., 24 South Orange Ave, Orlando, 32801 introduced herself as the legal representative for the Jesups Reserve Homeowner's Association (HOA), thanked the Commission for holding the Workshop, and outlined resident's concerns. Ms. Azam noted previous concerns about landscaping which, with continuing work on the Winter Springs Marketplace site, had been addressed. Ms. Azam noted continuing issues with the landscape were the type of trees and the potential installation of bushes rather than trees and potential camouflaging of the transformer box. Ms. Azam also noted traffic safety concerns related to Roberts Family Lane and potential remedies that could be discussed. Ms Pia Valenciano, 317McLeod's Way, Winter Springs thanked the Commission for holding this Workshop and reiterated concerns with landscaping and traffic concerns. Mayor McCann closed Public Input CITY COMMISSION MINUTES I WORKSHOP . . 2022OF 5 DISCUSSION ITEMS 1) Winter Springs Marketplace Community Workshop The Commission and residents agreed to first discuss landscaping concerns and then traffic concerns. Discussion followed briefly seeking clarity on a previously discussed possibility of privatizing Roberts Family Lane. Ms. Azam noted that this was not an option that the HOA was looking to pursue at this time. Deputy Mayor Cannon asked about the possibility of installing a bar on the road to restrict the traffic that can use Roberts Family Lane. Attorney Garganese noted that the road was a public right-of-way and that the public road could not be made private or restricted. Attorney Garganese noted the City could deem they did not need the right-of-way and take action to vacate it but that he had not heard that discussed. Ms. Azam noted interest in discussing further if this was an option. Ms. Azam showed photos comparing landscaping in the subdivision and on the site of the marketplace development. Ms. Azam noted the HOA's belief that Japanese Blueberrry Bushes may have been installed rather than Japanese Blueberry Trees. Continuing, Ms. Azam showed a photo of the transformer and asked about the possibility of additional landscaping for camouflage. Manager Boyle asked for further clarification about what was being requested with regard to the transformer. Mr. Louis Atti, 119 McLeod's Way, Winter Springs noted that three (3) Florida Number One blueberrytrees were supposed to be installed in front of the transformer per the landscape plan. Mr. Atti briefly addressed traffic stacking issues on McLeod's Way and then addressed a magnolia tree which was not listed on the landscaping plan. Mr. Atti did note the ongoing work on the development site and said that it was looking better. With regard to the transformer box, Mr. Atti noted that the blueberry trees likely would not fit but that a combination of wrapping the box and adding bushes and flowers could help the aesthetics. Manager Boyle noted that Staff could look into options regarding the transformer box and get back to the Commission with more information. Continuing, Manager Boyle noted that the Arborist had attested the previously discussed blueberry bushes were immature blueberry trees. Brief discussion followed on the installation of additional canopy trees due to some previously installed trees being smaller than specified on the approved plans. CITY COMMISSION MINUTES I WORKSHOP . . 2022OF 5 Discussion then turned to transportation. Ms. Azam showed photographs and explained what residents were witnessing. Ms. Azam asked about the possibility of signage being installed to prevent cut-through traffic, especially for the private a I I eyways. Commissioner Elliott asked about the need for the entrance from Robert's Family Lane given the proximity to the main entrance. Ms. Azam noted that residents had posed a similar question. Further discussion followed on pedestrian safety, especially regarding students walking to Winter Springs High School. Deputy Mayor Cannon then asked about the possibility of measuring traffic counts on Robert's Family Lane and deploying digital speed signs. The Commission then asked Mr. Ryan Stahl, Equinox Development, 630 South Maitland Avenue, Suite 100, Maitland, FL 32751 about the possibility of closing the entrance to the Marketplace that is on Robert's Family Lane. Mr. Stahl noted that any change would be up to the tenants that have signed leases and commented on the plans being developed with community input and approved with this entrance on the submitted plans. Mr. Stahl said that he could broach the topic with the tenants and keep the City updated. PUBLIC INPUT Mayor McCann opened Public Input Mr. MarkRopella, 111 McLeod's Way, Winter Springsthan ked the Mayor and other Commissioners for listening to his concerns and thanked the City for fixing sidewalks along State Road 434 that had been in disarray. Ms Pia Valenciano, 577 McLeod', Way, Winter Springs shared concerns that she had heard about with lights being left on in stores in the Marketplace disturbing residents. Mayor McCann closed Public Input Manager Boyle noted that signage and the installation of flexible traffic bollards may be a good first step. Manager Boyle also noted that the City could look at installing the digital speed sign to gather data. The Commission thanked the residents for attending and sharing concerns. ADJOURNMENT Mayor McCann adjourned the meeting at 8:08 PM.
