TITLE
Splash Pad Fee Update
SUMMARY
For several years, the City's has collected a $3.00 daily fee for non-residents to
utilize City Splash Pads. Last fiscal year, the splash pads took in only $2,800
(total from both splash pads). Of that, the City had to pay the 1 percent sales
tax to Seminole County and 6 percent sales tax to the State.
In addition, there is substantial expense to staff the splash pad and account
for the incoming payments. Accounting staff spends about 1 .5 hours, weekly,
to account for and reconcile the payments (approx. 40 hours annualized).
Park Ranger costs are also substantially increased by an escalation in wages
and staffing requirements at both splash pads. The expenses associated with
administration of the fees significantly exceed the actual amount received
from non-resident utilization of the splash pads.
RECOMMENDATION
Staff recommends Commission to approve the elimination of the non-resident daily
fee of$3.00 for use of the City splash pads and to authorize the City Manager and City
Attorney to prepare and execute any and all documents consistent with this agenda
item.
