MOTION PASSED WITH UNANIMOUS CONSENT PUBLIC HEARINGS AGENDA 400) Not Used 3 CITY OF WINTER SPRINGS,FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING-FEBRUARY 02,2022 PAGE 3OF4 REGULAR AGENDA - PART II 502) Park Naming Discussion Mr. Brian Dunigan, Parks Manager, Parks and Recreation Department reintroduced the park naming agenda item. Staff opened to floor to Committee to relay their ideas and thoughts they came up with for potential names. Questions and comments ensued about if the City had an already established naming convention for parks and if so what that naming convention was. The City's current naming convention for parks is to create a theme and then naming the park the theme. Staff relayed their thoughts for making the smallest parcel into a Seminole Trail rest stop due to its position next to the Cross Seminole Trail. Suggestion was given by the Committee to contact the environmental club at Winter Springs High School to give assistance with naming the parcels. Several suggestions were given to name the smallest parcel "Seminole Trail Park". The Committee questioned what Staff had been referencing the largest parcel, south of Winter Springs Village and north of"The Blake"Apartments, as and Staff relayed they had been calling the parcel "Wetlands Park". Discussion on adding Boardwalks for potential nature trails and putting up Bat houses or Bird houses was also given. Further discussion followed regarding how to include the High School Environmental Club going forward, what other legal uses the parcels could be and tree removal on the parcels. The Committee recapped on the suggested names, "Seminole Trail Park" or "Seminole Nature Trail Park" and additionally suggested that all three parcels should be similarly named and themed. 503) Pickleball Court Update Mr. Brian Dunigan gave an update on the Lake Jesup Overlook Project and Pickleball courts. Relaying the changes in the planned development and how the stages for the project were rearranged. Mr. Dunigan gave additional updated on other City projects, recent events and let the Committee know of the upcoming events that are on the City's calendar. 600. VOTE: PHILLIPS (AYE); GORDON (AYE); FERRANTE (AYE); MAH (AYE) MOTION CARRIED 4-0. 7 CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARD/LOCAL PLANNING AGENCY REGULAR M EETING-FEBRUARY 10,2022 PAGE 3OF5 PUBLIC HEARINGS AGENDA 400) Hickory Grove Town homes 1 132 Townhomes (Single-Family Attached) Ms. Marla Molina, Senior City Planner, Community Development Department introduced the item, reviewed the proposed site and project containing a 132- unit townhome project on 12.30 acres. Ms. Molina noted the applicant was seeking waivers for the proposed cabana to remain one story, modification of streetscape requirements, and an extension of maximum lot coverage. In conclusion, Ms. Molina noted a modification to language related to the tree removal section of the provided staff report and shared Staff's recommendation that the Board forward a recommendation of approval for the item. Mr. Dwight Saathoff, Project Finance and Development, 7575 Dr. Phillips Blvd, Orlando, Florida- presented on the proposed project and reviewed the history of the site. Discussion followed on the typical size of the units, parking requirements, fire safety, water retention on the property, and potential impacts on events currently held on Blumberg Ave. Regarding questions about irrigation and water use, Mr. Saathoff noted that reclaimed was currently unavailable at the site and that his intention was to put in a main that would draw from a well until reclaimed became available. In response to detailed questions about traffic, Mr. James Taylor, the City's traffic consultant from Kimley-Horn, explained his review of the applicant's traffic study, noted the project would not add new deficiencies to existing signalized intersections, and that the Fire Department had reviewed access requirements and found them acceptable. Brief discussion followed on multi-modal amenities available on the site. The applicant noted bike racks, sidewalk connections and improvements, and proximity to the Cross-Seminole Trail. Chairperson Mah opened the Public Hearing for Item 400. Mr. Art Gallo, 799Nandina Terrace, Winter Springs spoke about sustainability, irrigation calculations, shared concerns about impacts on the Consumptive Use Permit (CUP), and thought the proposed fountains should be lit. Mr. Jason Norberg, Director, Public Works and Utilities Department noted an 8 CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARD/LOCAL PLANNING AGENCY REGULAR MEETING-FEBRUARY 10,2022 PAGE 4OF5 analysis was done, there was capacity, and reiterated that irrigation would be coming temporarily from a well and then switch to reclaimed when that became available. Ms Gina Shafer, Winter Springs Village, Winter Springs noted previous calculations of other projects, her proximity to the project, water concerns, traffic and parking concerns, and opposition to exemptions. Ms Amapola Hamsberger, 111 Cherry Creek Circle, Winter Springs noted that she had been excited about the previously proposed SS+ community and expressed that she would like to see single story buildings. Discussion followed on waivers and special exemptions granted to a previously proposed project on the site, the prospect of increasing parking, and the availability of elevator additions. Mr. Saathoff noted there were no plans to further increase parking as the site was compliant with the City Code. Regarding the elevator addition, it was noted that this was not an option but that there would be several units with first floor master bedrooms. Mr. Chris Sarna, 360 Michael Blake Blvd, Winter Springscommented favorably on the addition of the dog park, shared concerns related to water and parking. Further discussion followed on the scheduled timeframe for changing from the well to a reclaimed connection. Mr. Norberg noted that the reclaimed design was currently at 100% design and reviewed the condition of approval requiring connection within 90 days of the line's completion. Mr. Saathoff offered comments on water conservation efforts included in the project. Mr. Art Gallo, 799 Nandina Terrace, WinterSpringsshared further comments on concerns about the CUP and water usage. Ms MarvCibulsky,, 657 Oak Lake Lane, Winter Springs spoke favorably of Mattamy Homes and noted she was excited about the prospect of a first floor bedroom design. Ms. Jennifer Kenast, 36Jackson Circle, Winter Springs entered 18 photographs into the record and offered testimony regarding a long- standing dispute with her neighbor and the impact of her neighbor's lights which she noted illuminated her yard and her bedroom and which were on for long periods of time. Ms. Yesenia Newman, 34 Jackson Circle, Winter Springs entered 23 photos into the record and offered testimony regarding the long- standing dispute and noted safety concerns for her family, related to her neighbors and wildlife, as the reason the lights were needed. Deputy Chief Tracht recommended a fine of two-hundred and fifty dollars ($250) a day if the respondent did not adjust the lights within six (6) calendar days, February 28, 2022. Discussion followed with Board Members asking about light placement and the abilityto adjust the lights to minimize impact onto neighboring properties. Chairperson Tom Vagnini began the Workshop by giving a brief overview of the responsibility and the area the Tuscawilla Lighting and Beautification District Advisory Committee has opinion over for those in attendance. Chairperson Vagnini closed "Public Input" DISCUSSION ITEMS 1) Strategic Five Year Planning Session 16 CITY OF WINTER SPRINGS,FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE WORKSHOP-FEBRUARY 24,2022 PAGE 2OF4 Chairperson Vagnini gave a brief overview of the purpose of the Workshop and gave example of past projects that would need this sort of Workshop to budget appropriately for the neighborhood.The Committee and Staff encouraged the public to give their opinion and ideas. Committee Member Arok explained and broke down the Budget for the audience. Questions involving the loan and capital payoff within the budget were asked of Staff. Committee Member Bivona spoke regarding lighting cost and age of the factures as a topic for Staff to look into. Mrs. Connie Gatlin, 7404 Winding Stream Court, Winter Springs, Florida 32708 suggested getting in contact with Duke Energy about the lighting and looking into changing the lighting over to LEDs. Additionally suggested lifting the canopy on Live Oaks. Mr. Kurt Miericke, 7820 Seneca Blvd, Winter Springs, Florida 32708, President of Tuskawilla Homeowner Association gave further inquiries about the loan balance. Mr. Jim Van Kleunen, 7208 Cheetah Trail, Winter Springs, Florida 32708 asked about the budget and expenditures and how they are shared. Committee Member Arok gave further information for Mr. Van Kleunen regarding the budget and rate increases. Mr. Van Kleunen gave suggestion to replace the dead grass with rock instead of more grass and to get the garden club to give input on plants for the area. Mr. Kevin Maddox, Landscape Manager, Operations Department gave an update on the tree replacement process and progress and how the City is trying to move to sustainable landscape. Chairperson Vagnini spoke regarding the garden club and thanked Mr. Maddox on his knowledge, ability and background with understanding landscape. Mrs. Casey Howard, Deputy City Manager, Operations Department relayed an idea that the City is in the process of doing with a Tree farm to have an in-house grower and rehab facility. Mr. Maddox gave further information regarding the planned City tree farm. Continuing, Chairperson Vagnini asked questions regarding the landscape contact and the process on increasing the rate within the Tuscawilla District area. City Manager Shawn Boyle gave some backgrounding regarding the process on how to increase the rate. The Committee asked the city to look into increasing the rate and the legal process that accompanies the increase. 17 CITY OF WINTER SPRINGS,FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE WORKSHOP-FEBRUARY Z4,2022 PAGE 3OF4 Mrs. Jean Gray, 7390 Ayerwood Court, Winter Springs, Florida 32708 asked for clarification of the roll of the Committee in difference to other organizations. More specifically regarding the lighting and whom is responsible for replacement. Staff relayed the citizens can call and report but that it is the City's responsibility to notify Duke Energy of any problems or replacement needed. Mrs. Carolyn Gray, 7390 Ayerwood Court, Winter Springs, Florida 32708 relayed that several of the light poles do not have numbers for reporting. Mr. Van Kleunen further expressed the thought that the City's priority should be the landscape on Winter Springs Blvd. Mr. Maddox gave an update on the tree removal and replacement of the diseased trees. Mr. Roy Berglund, 7207 Trotwood Blvd, Winter Springs, Florida 32708 relayed the Trotwood entrance being overgrown and wants to get it improved. Mr. Berglund additionally gave the suggestion of looking into solar farm for the City. Staff relayed the City already spoke with Duke and they require 200+ acres and the City does not have that type of acreage at this time. Continuing, further questions circled back to the budget and who configures the City's budget. As well as the way the City helps try and inform its citizen Mrs. Laura Leigh Wood, 773 Sybilwood Circle, Winter Springs, Florida 32708 expressed her support and understanding of a cost increase. Conversation continued regarding fountain expenses, "the CAP" related to the budget and lighting again with background given for the audience on the fountains, how much of an increase could happen before needing to go through the legal process and the lighting issues being brought before the Commission. Deputy City Manager Howard relayed the next step for the Committee after this workshop and howthe process would go if rate increase was the way the Committee wanted to go.
