CALL TO ORDER
Mayor Kevin McCann called the Regular Meeting of Monday, February 28,2022 of the
City Commission to order at 6:3S p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

Father John Bluett offered the Invocation followed by the Pledge of Allegiance.
No changes were made to the agenda.
100) PFM Asset Management LLC presentation on the highlights of the most recent
Quarterly Investment Report for the period ending 12/31/2021
Ms. Donna Bruno, Interim Director, Finance Department introduced Mr. Steven
Alexander, PFM Asset Management, LLC to provide a presentation on the operational
investment fund report.
Mr. Alexander commented on difficulties associated not only with inflation and
COVID, but also the impacts associated with the recent invasion of Ukraine. Mr.
Alexander noted the likelihood of Fed rate increases and provided a breakdown of
the City's portfolio made up of a plurality of U.S. treasuries. Mr. Alexander noted the
total market value of roughly $87.5 million, commented there was plenty of liquidity
in the portfolio, and expressed confidence that the City was well positioned.
Manager Boyle noted the City's list of priorities were primarily safety, then liquidity,
and returns last.
Discussion followed on potential impacts associated with moving into more of an
inflationary period. Mr. Alexander noted that returns may not be high for a period of
time, but the strategy of investing in higher interest components would ultimately
be positive for the City.
Manager Boyle noted, in response to a question about potential budgetary impacts,
that, although it is nice when they are there, the City does not live off returns.

Manager Boyle also noted that staff is already working with PFM to prepare for the
drawdown associated with future wastewater plant construction.
101) Torcaso Pavilion Recognition and Update
Mr. Leonard Hartman, Assistant Director, Parks and Recreation Department briefly
reviewed progress in Torcaso Park with the recent completion of the new pavilion,
and noted future plans for Phase III including an additional pavilion and new
boardwalk that will cross the existing pond.
Manager Boyle noted all the building work was done in house and commented on
the great cost savings to the City.
Discussion followed on the recent Grand Opening ceremony, the hard work of staff,
and the amenities such as the barbecue grill. Mr. Hartman noted that the proposed
boardwalk would connect to the sidewalk in response to a question about
accessibility considerations.
Mr. Hartman then recognized the following three individuals who were heavily
involved with the successful completion of the project:

Mr. Kendrick (Ken) Miller
The Commission thanked the gentleman, complimented their hard work, and noted
they were grateful for the saving of hundreds of thousands of taxpayer dollars.
Further discussion on necessary equipment for the completion of Phase III. Mr.
Hartman noted that all necessary equipment had been acquired.
102) Police Awards Presentation
Chris Deisler, Chief of Police introduced the item and recognized Winter Springs
Police Department personnel for several achievements.
Mr. Bob Henderson, Mr. Fred Curtis , Mr. Bruce Hovey, and Mr. Steve Coloski were
presented with awards for their volunteer time with the Civilian on Patrol program.
Ms. Terri Sanchez, Code Enforcement Specialist was recognized with a Community
Service Award for her recent interaction with a family for whom she bought shoes
for a young man.
Officer Adam Colangelo was recognized with a Police Duty Medal for routinelygoing
above and beyond.

Ms. Christin Berges, Crime Analyst, was presented with the Meritorious Service
Award.
Deputy Chief Matt Tracht was presented a Meritorious Service Award. Chief Deisler
noted Deputy Chief Tracht and Sergeant Robert Stephens recent actions and that
Sergeant Stephens would receive his award when he returned to work.
103) Proclamation Expressing Appreciation for Chief Deisler's Years of Service
Mayor McCann thanked everyone in attendance for coming to celebrate the
retirement of Chief Deisler and read a proclamation.
Deputy Chief Matt Tracht welcomed all distinguished guests and shared comments
on the career of Chief Deisler.
Chief Chris Deisler shared comments, recognized his family and friends in
attendance, and reflected on his 30 years of service with the City.
Mayor McCann recessed the meeting at 7.50 PM.
Mayor McCann reconvened the meeting at 8.14 PM.

Ms Gina Shafer, Winter Springs Village, WinterSpringsthanked the Commission for
listening to community concerns about the Hickory Grove project, offered her best
wishes to Chief Deisler and his family, and asked questions about the Comprehensive
Plan and maintenance plans for new treatment plants.
Mr. Art Gallo, 199 Nandina Terrace, Winter Springs shared a recommendation about
water conservation and asked about a proclamation for Water Conservation Month
in April.

300) FY 2023 Budget Calendar
Mayor McCann noted that included in this was a Budget Workshop meeting to be
held on Thursday, July 7, 2022.
301) Rate update for Camp Sunshine Summer Camp
No discussion.
302) Memorandum of Understanding (MOU) between Seminole County, School
Board of Seminole County, and the cities of Altamonte Springs, Casselberry, Lake
Mary, Longwood, Oviedo, Sanford, and Winter Springs for use of facilities in an
emergency.

303) Approval of the Minutes from the February 14,2022 City Commission Regular Meeting

400)Approve on First Reading Ordinance No. 2022-03 clarifying and amending the
City Commission Rules of Conduct

Attorney Garganese read Ordinance 2022-03 by title only and reviewed changes
made in the ordinance language noting it was never the intent to limit first
amendment protections and any Commissioner's abilityto make policy statements.
Discussion followed on several other clarifying language changes that may need to
be addressed in Section 2-29 paragraphs 2 and 4, and a typographical error to be
addressed in paragraph 11. Attorney Garganese noted that it was not the intent of
this item to address these changes but that these could be addressed if the
Commission desired.

With regard to paragraph 4, there was discussion on the importance of maintaining
language in the second sentence requiring the Mayor and City Commissioners to
refrain from intimidation and ridicule of a list of people. Commissioners agreed that
this should be broadened with the addition of language stating, including but not
limited to prior to the listing.
Attorney Garganese noted he was happy to make the identified changes.
In response to a question regarding the need for a similar policy for City staff,
Manager Boyle noted that he was not aware of anything in current policy that
prevented him from telling the truth and that he would bring it to the Commission's
attention if he did find something that needed to be addressed.
Mayor McCann opened the Public Hearing for Item 400
Ms Gina Shafer, Winter Springs Village, Winter Springs spoke about her witnessing
improper conduct previously and bringing it to former official's attention. Comments
on Roberts Rules of Order.

500) Lake Jesup Reclaimed Plant Investigation
Mayor McCann asked about progress with contacting CPH.
Attorney Garganese noted that he had been in contact to limited success, CPH legal
representation Mr. Hamner has last noted that Mr. Gaucher and Mr. Zaudtke were
not available in February but did not provide alternative dates. In response to
questions from the Commission, Attorney Garganese noted that he had shared the
Commission's willingness to hold the hearings via telephone or vide call and that
original subpoenas had been issued roughly six months ago.
Commissioners commented that they would prefer not to pursue the investigation

further, that Staff should develop a findings report detailing what the problem is,
what was done to find the cause, and what has been done or is planned to further
address the issue. Commissioners also thought a timeline should be included and
that additional information should be made available on the City website.
Attorney Garganese noted the report could likely be brought in the form of a
resolution with associated transcripts and evidence included. In response to a
question from the Commission, Attorney Garganese noted the Commission was not
impacting their ability, if desired, to come back to the issue at a later time if deemed
necessary.
Further discussion followed on concerns regarding policies that were previously
established and not followed and the possibility of the current Commissioners and
Manager Boyle testifying as to what they knew and when they learned about issues
with regard to the Lake Jesup reclaimed plant.
Manager Boyle noted that he had no objection to testifying under oath and make
the information available to the public. Continuing, Manager Boyle and Attorney
Garganese agreed they would work to develop the report and bring it back for
acceptance at a future meeting.
There was some disagreement about the inclusion of names or allegations that could
be made in the report. The Commission agreed that the report should include the
facts, including names of subpoenaed individuals, who responded, and what was
learned over the course of the investigation.

• Thanked staff for the hard work done over many years at Torcaso Park and
commented on the transformation.

• Complimented the work done at Torcaso and noted the many people using
the park
• Thanked Chief for his service and wished him well
• Noted support of police and their families and suggested a possible event in
honor of police officer's families.

• Echoed the comments made by others regarding Chief Deisler and Torcaso
• Complimented the Parks and Recreation staff on their maintenance of the
fields which was much appreciated on Babe Ruth opening day at Central
Winds Park.
PUBLIC INPUT
Ms. Sheila Benton, 414 Cedarwood Court, Winter Springs encouraged more
representation of disabled children and inclusion of amenities for disabled children
at all city parks. comments on video lacking disabled children, lack of amenities at
parks.

Mr. Maurice Kaprow, PO Box 915233, Winter Springs offered comments on Chief
Deisler's retirement and commended city staff and shared concerns about
comments from individuals calling on manager and deputy city manager to
resignand shared his recent positive experience at the new Dollar Tree.
Mr. Art Gallo, 199 Nandina Terrace, Winter Springs suggested a proclamation in
support of Ukraine and provided a copy to the City Clerk.
The Commission noted that they liked the idea of this proclamation and thought it
should be issued as soon as possible.
Ms Gina Shafer, Winter Springs Village, Winter Springs shared thoughts on the
report to be drafted regarding the Lake Jesup Plant, asked about the status of the
Youth Council, encouraged televising Commission meetings, and wished good luck
to Chief Deisler.
Addressing earlier comments made by Ms. Shafer, Deputy Mayor Cannon noted that
staff would need to look into electric charger requirements and that a maintenance
plan would be included and followed with the new plants.
ADJOURNMENT
Mayor McCann adjourned the meeting at 9:49 PM.
