REGULAR MEETING MINUTES
THURSDAY, MAY 5tn 2022 AT 5:30 PM

CALL TO ORDER
The Regular Meeting of Thursday, May 5, 2022 of the Districting Commission was called to
Order by Assistant City ClerkTristin Motter at 5:30 p.m., in the Commission Chambers of the
Municipal Building (City Hall,1126 East State Road 434, Winter Springs, Florida 327080.

A moment of silence was held, followed by the Pledge of Allegiance.
No changes were made to the Agenda.
REGULAR AGENDA - PART 1
500. Orientation For The 2022 Districting Commission Members
Deputy City Manager Casey Howard led a brief orientation outlining the reason for
the Districting Commission and gave a brief overview of the Charter in regards to the
Districting Commission.
501. Election For Chairperson Of The 2022 Districting Commission
Assistant City Clerk Motter opened nominations for Chairperson. Commissioner
Mierickie nominated Kenneth Spalthoff as Chairperson for the Districting
Commission. Mr. Spalthoff accepted the nomination.
NO OTHER NOMINATIONS WERE MADE.
KENNETH SPALTHOFF WAS ELECTED AS THE CHAIRPERSON.
502. Election For Vice -Chairperson Of The 2022 Districting Commission
Assistant City Clerk Motter opened nominations for Vice -Chairperson. Commissioner
Mierickie nominated Meredith Vaillancourt as Vice -Chairperson for the Districting
Commission. Ms. Vaillancourt accepted the nomination.
NO OTHER NOMINATIONS WERE MADE.
MEREDITH VAILLANCOURT WAS ELECTED AS THE VICE -CHAIRPERSON.
PUBLIC INPUT
Anyone who wishes to speak during Public Input on any Agenda Item or subject matter will need to fill out a
"Public Input" form. Individuals will limit their comments to three (3) minutes, and representatives of groups
or homeowners' associations shall limit their comments to five (5) minutes, unless otherwise determined by
the City Commission.

503. Presenting the Districting Commission with a Recommendation for the 2022 City
Commission District Boundaries, Reflecting the 2020 Census Population and
Updated Development Data. The Districting Commission must forward a
Recommendation to the City Manager for his Consideration by May 10, 2022.

Mr. Josh Sheldon, GIS Director, East Central Florida Regional Planning Council, introduced
himself and gave an overview of what the Districting Commission does. Mr. Sheldon
communicated to the Districting Commission that the Charter calls for a redistricting
evaluation ever three years for the means of not have one district over five percent (5%)
greater population and over a ten percent (10%) deviation from the other districts. Mr.
Sheldon explained the percentage of change were calculated by looking at the new
properties who have obtained Certificates of Occupancy (C.O.$) and Census changes
between the years 2019 and 2022.
The "Current and Proposed Boundaries" maps were shown displaying the changes and
proposed add-ons to the districts from 2019 to 2022 per the voting population changes.
Discussion ensued on the "Census Geometry" additions, specific area on the maps that the
Districting Commission needed clarification on and if future developments were calculated
in the current new districting changes. Staff relay that future development were not
included. City Attorney Anthony Garganese clarified, that within Resolution 2022-01, the
City Commission gave specific direction to include both the raw 2020 Census data and a
true -up of any property since then that has obtained a Certificates of Occupancy.
"I MAKE A MOTION TO APPROVE THE 2022 REDISTRICTING PLANS AS BEEN
PERSENTED TO US TONIGHT." MOTION BY CHAIRPERSON SPALTHOFF.
SECONDED BY COMMISSIONER AROK. DISCUSSION.
City Attorney Garganese opened "Public Input" for the motion.
No one addressed the Districting Commission.
City Attorney Garganese closed "Public Input" for the motion.

MOTION CARRIED.
City Attorney Garganese additionally recommended the Districting Commission authorize
and vote Chairperson Spalthoff the authority to approve the minutes for the current
meeting due to the Districting Commission not needing meet again.
"I MAKE A MOTION TO AUTHORIZE MYSELF AS CHAIRPERSON TO APPROVE THE
MINUTES OF THIS MEETING." MOTION BY CHAIRPERSON SPALTHOFF.
SECONDED BY COMMISSIONER ELY. DISCUSSION.
