REGULAR MEETING
MARCH 22, 2022
CALL TO ORDER
Chairperson Matthew Criswell called to Order the Tuesday, March 22,
2022 Regular Meeting of the Code Enforcement Board at 5:30 p.m., in the
Commission Chambers of the Municipal Building (City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708.

Ms. Mariah Quinn, Code Enforcement Specialist, Winter Springs Police
Department introduced the case, offered testimony on the procedures
of notice and the violation, and showed photos from the “Presentation.”
Ms. Quinn recommended a compliance date of April 21, 2022 and a two-
hundred and fifty dollar ($250) per day fine if this was not met.
Attorney Nix asked about the notice included in the packet and noted
that it did not seem to list sections of the Code in violation. Discussion
followed with the Board and Attorney Nix.
Ms. Quinn noted she would withdraw the case with the intent to reissue
proper notice.

Ms. Terri Sanchez, Code Enforcement Specialist, Winter Springs Police
Department introduced the case, offered testimony on the procedures
of notice and the violation, and showed photos from the “Presentation.”
Ms. Sanchez recommended a compliance date of February 28, 2022 and
a two-hundred and fifty dollar ($250) per day fine if this was not met.

The respondent, Ms. Irma Rodriguez, 110 North Devon Avenue, Winter
Springs offered testimony regarding her difficulty with a roof company
and admitted to the violations which were noted by Ms. Sanchez.
Brief discussion followed with the Board asking about contracts and
informing the respondent of the proper procedure to obtain a permit.
“BASED ON THE TESTIMONY AND THE EVIDENCE PRESENTED IN
FRONT OF THE BOARD THIS EVENING I MOVE TO FIND THE
RESPONDENT IN VIOLATION OF THE CITY CODE IN RELATION TO
HAVING A PERMIT REQUIRED, BUILDING CODE 105.1, IN THAT A
ROOF WAS INSTALLED WITHOUT A BUILDING PERMIT AND ORDER
THAT REPSPONDENT BE GIVEN UNTIL APRIL 21, 2022 TO CORRECT
THE VIOLATION BY APPLYING FOR A PERMIT AND GETTING THIS
ISSUE RESOLVED. IN THE EVENT THE RESPONDENT FAILS TO
COMPLY BY THIS DATE A FINE IN THE AMOUNT OF TWO HUNDRED
AND FIFTY DOLLARS ($250.00) SHALL BE IMPOSED FOR EACH DAY
THE VIOLATION CONTINUES THEREAFTER.”

Board’s previous order.

CODE AND PENALTIES SET FORTH IN THIS BOARD’S PREVIOUS
ORDER DATED FEBRUARY 3, 2022 SHALL BE IMPOSED CONSISTENT
