Afterwards, if the Committee would still like a higher caliber of work done then the City could then look into the legal process and budgeting for raising the fee over the CAP. Deputy City Manager Casey Howard relayed the three different options the Committee had and Staff recommended to hold till the next budget year; Fiscal year 2023 to budget for Fiscal Year 2024. The Committee requested set the budget planning as an agenda item for the July Tuscawilla Regular Meeting. PUBLIC INPUT Chairperson Vagnini opened "Public Input". Mr. Marty Kirsch, 7SS3 Eagle Nest Circle, Winter Springs, Florida relayed his concern for the median maintenance on Winter Springs Blvd and the lighting issues he noticed such as rusting. Staff address all concerns. Additionally, Mr. Kirsch had questions regarding the bond and Capital fund? The Committee explained they were discussing the maintenance fund and that the Capital funds are staying the same. Further relaying, those funds (Capital) cannot be used for maintenance. Mr. Jorge Gonzales, 703 Sybilwood Circle, Winter Springs, Florida had additional questions about remainder of the Capital and inquired about having the brick wall expanded down. Chairperson Vagnini explained the Committee responsibility is over the medians, lighting and entrance monuments. Chairperson Vagnini closed "Public Input". CITY OF WINTER SPRINGS, FLOPIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE SPECIAL MEETING MARCH 23, 2022 CALL TO ORDER Chairperson Tom Vagnini called to order the Wednesday, March 23, 2022 Special meeting of theTuscawilla Lighting and Beautification District Advisory Committee at5:17 p.m. in the Commission Chambers ofthe Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Tom Vagnini, present Vice-Chairperson Ellen Paul, present Committee Member Terri Bivona, present Committee Member Skip Arok, present Committee Member Sandy Scholl, present Assistant to the City Clerk Tristin Motter, present A moment of silence was followed by the Pledge of Allegiance. REGULAR AGENDA 500juscawilla's Five-Year Landscaping & Beautification Plan Cover Page Chairperson Vagnini started by opening up to Staff to start the discussion for the Five-Year Plan for the Tuscawilla area. City Manager Shawn Boyle gave an overview and explanation on what needs to happen if the Committee would like to go forth with raising the assessment fee above the CAP for the budget.
