HomeMy WebLinkAbout2022 02 24 TLBD Workshop Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE WORKSHOP FEBRUARY 24, 2022 CALL TO ORDER Chairperson Tom Vagnini called to order the Thursday, February 24, 2022 Workshop of the Tuscawilla Lighting and Beautification District Advisory Committee at5:17 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Tom Vagnini, present Vice-Chairperson Ellen Paul, present Committee Member Terri Bivona, present Committee Member Skip Arok, present Committee Member Sandy Scholl, present Assistant to the City Clerk Tristin Motter, present A moment of silence was followed by the Pledge of Allegiance. No changes were made to the Agenda. Chairperson Tom Vagnini began the Workshop by giving a brief overview of the responsibility and the area the Tuscawilla Lighting and Beautification District Advisory Committee has opinion over for those in attendance. PUBLIC INPUT Chairperson Vagnini opened "Public Input". No one spoke. Chairperson Vagnini closed "Public Input". DISCUSSION ITEMS 1) Strategic Five Year Planning Session CITY OF WINTER SPRINGS,FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE WORKSHOP-FEBRUARY 24,2022 PAGE 2OF4 Chairperson Vagnini gave a brief overview of the purpose of the Workshop and gave example of past projects that would need this sort of Workshop to budget appropriately for the neighborhood. The Committee and Staff encouraged the public to give their opinion and ideas. Committee Member Arok explained and broke down the Budget for the audience. Questions involving the loan and capital payoff within the budget were asked of Staff. Committee Member Bivona spoke regarding lighting cost and age of the factures as a topic for Staff to look into. Mrs. Connie Gatlin, 7404 Winding Stream Court, Winter Springs, Florida 32708 suggested getting in contact with Duke Energy about the lighting and looking into changing the lighting over to LEDs. Additionally suggested lifting the canopy on Live Oaks. Mr. Kurt Miericke, 7820 Seneca Blvd, Winter Springs, Florida 32708, President of Tuskawilla Homeowner Association gave further inquiries about the loan balance. Mr. Jim Van Kleunen, 7208 Cheetah Trail, Winter Springs, Florida 32708 asked about the budget and expenditures and how they are shared. Committee Member Arok gave further information for Mr. Van Kleunen regarding the budget and rate increases. Mr. Van Kleunen gave suggestion to replace the dead grass with rock instead of more grass and to get the garden club to give input on plants for the area. Mr. Kevin Maddox, Landscape Manager, Operations Department gave an update on the tree replacement process and progress and how the City is trying to move to sustainable landscape. Chairperson Vagnini spoke regarding the garden club and thanked Mr. Maddox on his knowledge, ability and background with understanding landscape. Mrs. Casey Howard, Deputy City Manager, Operations Department relayed an idea that the City is in the process of doing with a Tree farm to have an in-house grower and rehab facility. Mr. Maddox gave further information regarding the planned City tree farm. Continuing, Chairperson Vagnini asked questions regarding the landscape contact and the process on increasing the rate within the Tuscawilla District area. City Manager Shawn Boyle gave some backgrounding regarding the process on how to increase the rate. The Committee asked the city to look into increasing the rate and the legal process that accompanies the increase. More specifically regarding the lighting and whom is responsible for replacement. Staff relayed the citizens can call and report but that it is the City's responsibility to notify Duke Energy of any problems or replacement needed. Mrs. Carolyn Gray, 7390 Ayerwood Court, Winter Springs, Florida 32708 relayed that several of the light poles do not have numbers for reporting. Mr. Van Kleunen further expressed the thought that the City's priority should be the landscape on Winter Springs Blvd. Mr. Maddox gave an update on the tree removal and replacement of the diseased trees. Mr. Roy Berglund, 7207 Trotwood Blvd, Winter Springs, Florida 32708 relayed the Trotwood entrance being overgrown and wants to get it improved. Mr. Berglund additionally gave the suggestion of looking into solar farm for the City. Staff relayed the City already spoke with Duke and they require 200+ acres and the City does not have that type of acreage at this time. Continuing, further questions circled back to the budget and who configures the City's budget. As well as the way the City helps try and inform its citizen Mrs. Laura Leigh Wood, 773 Sybilwood Circle, Winter Springs, Florida 32708 expressed her support and understanding of a cost increase. Conversation continued regarding fountain expenses, "the CAP" related to the budget and lighting again with background given for the audience on the fountains, how much of an increase could happen before needing to go through the legal process and the lighting issues being brought before the Commission. Deputy City Manager Howard relayed the next step for the Committee after this workshop and howthe process would go if rate increase was the way the Committee wanted to go.
