NOTICE OF APPEAL
NOTICE IS HEREBY GIVEN that the Respondent Lisa J. Rembert,pursuant to Rule
9.110 and 9.030(c)(1)(C)of the Florida Rules of Appellate Procedure, appeals the final order
titled"Findings of Fact, Conclusions of Law, and Order(First Violation)"(Exhibit A),entered
on February 3,2022. In support thereof,the Respondent respectfully states:
1. The"Findings of Fact" do not meet either legal or constitutional criteria necessary to
sustain the ruling under Florida law.
2. There is not"competent and substantial"evidence sufficient to sustain the said ruling
under Florida law.
3. The said ruling does not comport with clearly-existing law.
4. The withing appeal is not frivolous, filed in good faith,presents a question of first
impression,or is filed to establish new law or to clarify existing law.
CONCLUSION
The City of Winter Springs has failed to demonstrate a prima facie case. And this case
should be reversed on appeal to the Seminole County Circuit Court.
