CALL TO ORDER
Vice-Chairperson Ellen Paul called to order the Wednesday, July 21, 2021
Regular Meeting of the Tuscawilla Lighting and Beautification District Advisory
Committee at5:15 p.m. in the Commission Chambers of the Municipal Building
(City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairperson Tom Vagnini, present via phone
Vice-Chairperson Ellen Paul, present
Committee Member Terri Bivona, present
Committee Member Skip Arok, present
Committee Member Sandy Scholl, present
Assistant to the City Clerk Tristin Motter, present
A moment of silence was followed by the Pledge of Allegiance.

Ms. Holley Queen, Assistant Finance Director, Finance Department responded
to questions regarding certain line codes, performance quote verifications and
flag replacement questions within the Year-To-Date budget. Questions
continued about the assessment fee for the area of Tuscawilla and what would
happen when the fee needs to be changed. Mrs. Maria Sonksen, Finance,
Director of Finance gave a review of the assessment fee for the area and
explained the process to calculate the fee if an increase is needed. City
Manager Shawn Boyle gave a further explanation for the processes of
reassessing the assessment area and evaluating if the fee needs to be
increased. Committee Member Arok had clarification questions assessment
rates, capital, and expiration of the capital loan.

REPORTS
Deputy City Manager Casey Howard gave a follow-up on the Brightview
performance. The Committee was informed that there were some concerns
but the City is going to stick with Brightveiw and work out a way to increase
productivity. Discussion continued on median sprinklers, driving on the
medians, and Flag pole lights.
