CALL TO ORDER
Vice-Chairperson Ellen Paul called to order the Wednesday, October 28,2020
Workshop of the Tuscawilla Lighting and Beautification District Advisory
Committee at5:32 p.m. in the Commission Chambers ofthe Municipal Building
(City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairperson Tom Vagnini, present via phone
Vice-Chairperson Ellen Paul, present
Committee Member Terri Bivona, present
Committee Member Skip Arok, present
Committee Member Jesse Phillips, absent
Assistant to the City Clerk Tristin Motter, present
A moment of silence was followed by the Pledge of Allegiance.
No changes were made to the Agenda.

DISCUSSION ITEMS
1) Discussion on Christmas Decorations and Funding
Mr. Kevin Maddox, Landscape Manager, Urban Beautification Division, IT &
Administrative Services Department gave a review of the quotes and entrance
photos given to the attendees for reference. Discussion started with what type
of decorations and warranties were offered. The sizing, amount, and different
details of the main decoration and Wreaths was also discussed in depth, in
regard to what the Committee and Homeowners Association wanted. The
consensus of the group was that Clark Displays was the quote that everyone
favored with price, warranty and inclusion.
Additionally, the Tuscawilla Homeowners Association gave a contradiction of
two thousand and five hundred dollars ($2,500) to go towards funding of the
holiday decorations. Discussion continued on the funding from the Tuscawilla
Lighting and Beautification Committee Budget and what fund the cost would
be pulled from.
