CALL TO ORDER
Vice-Chairperson Ellen Paul called to order the Thursday, November 5, 2020
Special Meeting of the Tuscawilla Lighting and Beautification District Advisory
Committee at 5:30 p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairperson Tom Vagnini, present via phone
Vice-Chairperson Ellen Paul, present
Committee Member Terri Bivona, present
Committee Member Skip Arok, present
Assistant to the City Clerk Tristin Motter, present
A moment of silence was followed by the Pledge of Allegiance.
No changes were made to the Agenda.

500)Discussion on Holiday Decorations and Funding
Additional Information
Mr. Kevin Maddox, Landscape Manager, Urban Beautification Division, IT &
Administrative Services Department gave a brief overview from workshop on
thefourquotes given for Holiday Decorations. Discussion continued on pricing,
budget, and what was included or not within the quotes that the Committee
wanted as decorations. Additionally, concern was expressed about the
Committee's budget and a suggestion was given of splitting the decoration
cost 50/50 with the Tuscawilla Homeowners Association who agreed to help
assist with the cost at the previous meeting.
Mr. Kevin McCann, 1109 Pheasant Circle, Winter Springs Florida represented
the Tuscawilla Homeowners Association relayed that the HOA could increase
their contribution from two thousand five hundred dollars ($2,500) to three
thousand dollars ($3,000).
Discussion continued on finalizing the budget, questions arose on power that
the entry ways and if poinsettias would be planted for the holidays as well.
Those were confirmed to be added to the medians.
9 LOOK TO MAKE A MOTION TO PROVIDE AN ALLOWANCE FOR HOLIDAY
DECOR FOR THE TLBD [TUSCAWILLA LIGHTING AND BEAUTIFICATION
DISTRICT] COVERED AREAS AT THE ENTRIES WITH A MAXIMUM
ALLOWANCE OF EIGHT THOUSAND DOLLARS [$8,000]. OF THAT EIGHT
THOUSAND DOLLARS WE UNDERSTAND THAT THE TUSCAWILLA HOA
[HOMEOWNERS ASSOCIATION] WILL CHIP IN THREE THOUSAND DOLLARS
[$3,000] AND THEN THE BALANCE WOULD BE COVERED BY THE TLBD
