CALL TO ORDER
Mayor Charles Lacey called the Regular Meeting of Monday, June 8, 2020 of the City
Commission to order at 6:30 p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

A moment of silence was held, followed by the Pledge of Allegiance.
The Commission adopted the agenda with a change to item 100 - changed to
presentation of banner.

AWARDS AND PRESENTATIONS
100. PRESENTATION OF BANNER HONORING WINTER SPRINGS HIGH SCHOOL -
CLASS OF 2020
Mayor Lacey announced, in partnership with Mr. Peter Gaffney, Principal, Winter
Springs High School and Maddie Boyle, Senior Class President at Winter Springs
High School, that the City had printed a banner displaying the names of all 2020
graduates of Winter Springs High School to show support. The banner is to be
displayed in the Town Center.

Interim City Clerk Gowan read emails received by Ms. Meghan Marc, 636 Silver Creek
Drive, Winter Springs, Florida and Mr. Jeffrey Haropolous, 754 Night Owl Court,
Winter Springs, Florida concerning proposed changes to police training, oversight,
and budgets'
Ms Gina Shafer, Winter Springs Village, Winter Springs, Florida noted she was
thankful for the Commission's support of law enforcement and asked that the City
move forward with televised meetings.
Mr. Maurice Kaprow, P.O. Box 795233, Winter Springs, Florida spoke about bicyclists
running stop signs and related safety concerns. He asked that the City do something
to help stem that issue. Continuing, he complimented the police department and
thanked Commission for support of law enforcement.
Sharon Schaffer, 358 Roberts Family Lane, Winter Springs, Florida spoke about
bicyclists and recommended installation of flashing stop signs along the trail.
Mayor Lacey closed "Public Input."

Mr. Steven Leaner, Senior Planner, Seminole County Emergency Management, 1306
Park Willa Place, Winter Spring FL32708 briefly reviewed the document and invited
questions.
Discussion followed on funding, potential projects, and coordination between the
City and Seminole County.

PUBLIC HEARINGS AGENDA
400. First Reading Of Ordinance 2020-04 Amending Chapter 20 of the City Code
authorizing the operation of"mobile food dispensing vehicles" as a temporary
accessory use in certain limited zoning districts in furtherance of section
509.102(2), Florida Statutes and at Special Events authorized by the City;
providing general standards for operating mobile food dispensing vehicles;
providing for the repeal of prior inconsistent ordinances and resolutions;
incorporation into the code; severability; and an effective date.

City Attorney Garganese read Ordinance 2020-04 by "Title Only"
Discussion followed on pending state preemption, current restrictions, and in which
zoning districts operations could proceed if the Commission were to pass this
ordinance.
Mayor Lacey opened the Public Hearing for Item 400.
Mr. Jeff Brown, 227 Nandina Terrace, Winter Springs, Florida thanked staff and the
Commission for their work on the ordinance and shared concerns regarding his
current business location.
Mr. Paul Partyka, 404 Park Lake Drive, Winter Springs, Florida spoke in favor of the
ordinance and asked for 90-day extension regarding Mr. Brown's temporary permit.
Ms. Gina Shafer, Winter Springs Village, Winter Springs, Florida suggested previously
that Parks and Rec be involved in events with food trucks and asked if this was
addressed by the proposed ordinance.
Mayor Lacey closed the Public Hearing for Item 400.

500.Waste Pro Annual Performance Review
Ms. Kelly Balagia, Director, Finance Department introduced Mr. Tim Dolan, Regional
Vice President, Waste Pro and Platt Loftis, Government Affairs, Waste Pro USA and
presented the results of the annual survey in which Waste Pro received a 91.4%, up
slightly from last year. Presented check to Waste Pro.

501. Non-Binding and Preliminary Review for the Winter Springs Marketplace
Mr. Christopher Schmidt, Director, Community Development Department provided
a brief overview of proposed project, noted that the developer was seeking non-
binding comments, and also mentioned a well-attended Community Workshop that
was held on May 28, 2020.
Discussion followed on proposed retailers, uses, buffers, and traffic.
Mr. Ryan Stahl, President, CEO, Equinox Development, 630 S. Maitland Ave, Suite 100,
Maitland, FL 32751 complimented staff on their input and coordination and noted
that it has been a very positive experience thus far.

600. City Manager Shawn Boyle
• Honored Ms. Balagia's service to the City, noted she was retiring, this was her
last meeting, and thanked her for all she has done.
o Commissioners echoed thanks for all Ms. Balagia's accomplishments
throughout her tenure.
601. City Attorney Anthony A. Garganese
• No report
602. Interim City Clerk Christian Gowan
• Announced the cancellation of the Annual Board and Committee Appreciation
Dinner for this year and noted that invites for next year would include those
eligible to attend this year.
604. Mayor Charles Lacey
• Noted the cancellation of surrounding community's arts festivals and asked
that staff look for a way to safely organize Winter Springs event.
605. Commissioner Jean Hovey
• Thanked Shawn for opportunity to seethe belt press
• Noted she would not be submitting her name for reappointment to the Florida
League of Cities Administration Committee and suggested someone apply to
take her place.
o Commissioner Hale noted she would be interested in applying for the
position.
• Mentioned that everyone she has heard from loves Torcaso Park.

607. Seat Three Commissioner/Deputy Mayor Ted Johnson
• Echoed Commissioner Hovey's thanks at being able to see the new belt press
• Noted the improvements at Trotwood and encouraged people to visit
• Mentioned the community gardens were coming along and would soon be
ready for people to use.
608. Seat Four Commissioner TiAnna Hale
• Complimented Torcaso Cove and said the work done there was amazing.
• Thanked the City for opening parks noting that it was vital and that the county
was experiencing an increased suicide rate.
603. Seat Five Commissioner Geoff Kendrick
• Commended students in Winter Springs for getting through this challenging
time and noted his attendance at a "car-mencement" ceremony for Keeth
Elementary.
• Noted people love the new equipment at Trotwood Park.
• Mentioned that the Florida League of Cities Annual Conference was still up in
the air and that it may be held virtually.
• Noted his attendance and participation in pouring the concrete at the Pam
Carroll Pavillion.
• Thanked Lena and her staff for another speedy response to a resident's water
issue.

Mayor Lacey opened "Public Input"
Mr. Matt Benton, 474 Cedarwood Court, Winter Springs, Florida noted some issues
with sound on the live audio stream and commented he would like to see video
meetings.
Ms. Gina Shafer, Winter Springs Village, Winter Springs, Florida asked that City look
at drafting an ordinance regarding occupancyof single-family homes. Ms. Shafer also
thanked city for new trees on trail

Brief discussion followed on live streaming video of Commission meetings and the
Commission agreed that staff should bring an agenda item to a future meeting to
discuss cost, legalities, and other considerations.
