CALL TO ORDER
Mayor Charles Lacey called the Regular Meeting of Monday, July 13, 2020 of the City
Commission to order at 6:30 p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

A moment of silence was held, followed by the Pledge of Allegiance.

AWARDS AND PRESENTATIONS
100. Appreciation for Dale Meagher of A Budget Tree Service, Inc for Donation
Mr. Leonard Hartman thanked Mr. Dale Meagher for his donation of mulch to the
new City Community Garden.
101. Recognition of Torcaso Creative Team
Ms. Casey Howard, Director, IT & Administrative Services Director, recognized the
following people for their work on Torcaso Park:
Mr. Kevin Maddox, Landscape Manager, IT&Administrative Services Department
Mr. Brian Dunigan, Parks Manager, Parks and Recreation Department
Mr. Clifton Mullis, Public Works Superintendent, Public Works Department
Mr. Cleve Waldrop, Heavy Machine Operator, Public Works Department
Mr. Ken Miller, Heavy Machine Operator, Parks and Recreation Department
Mr. Luis Hernandez, Team Lead for Concrete Crew, Public Works Department
102. Overview of 2019 Annual Drinking Water Quality Report
Ms. Lena Rivera, Director, Public Works and Utilities, introduced Mr. Todd Petrie,
Director of Asset Management, Veolia, Mr. Scott Richards, Associate Vice President,
Corollo Engineering, and Mr. Lance Littrell, P.E., Kimley-Horn & Associates.
Mr. Littrell presented the annual drinking water quality report, noted someviolations,
and concluded by saying that Winter Springs' water complied with state and federal
requirements.

Mayor Lacey opened "Public Input."
Mr. James Evans, 277 Almaden Ct, Winter Springs, FL thanked the City for their
outreach while he was sick and recovering.
Mr. Phil Kaprow, 7005 Antelope Trail, Winter Springs, FL asked the City to
contemplate changing or suspending the city's existing limits on signs in yards.
Ms. Gina Shafer, Winter Springs Village, Winter Springs, FL spoke against the
requirement to wear masks as mandated by the Seminole County Commission's
Executive Order. Further, thanked the City for its support of law enforcement and
encouraged the sharing of water quality results.

PUBLIC HEARINGS AGENDA
400. Review of Ordinance 2020-03 Amending Chapter 5 of the City Code
regarding tree protection and preservation; providing conforming amendments
to other provisions of the City Code consistent with chapter 5; providing for the
repeal of prior inconsistent ordinances and resolutions; incorporation into the
code; severability and an effective date.
City Attorney Anthony A. Garganese read Ordinance 2020-03 by title only.
Mayor Lacey opened the Public Hearing for Item 400.
Mr. Michael Schrimsher, 600 E. Colonial Drive, Orlando, FL asked that the
Ordinance be tabled to the next meeting so changes can be made to make less
restrictive.

401. Accessory Dwelling Unit- Cale Matthews and Jade Matthews
Mr. Christopher Schmidt, Director, Community Development Department provided
an overview of the proposal and spoke on concerns received about drainage which
would be addressed if approved.
Mr. Cale Matthews, 1208 Howell Creek Dr, Winter Springs, FL noted the intended
purpose of the unit is to house his mother-in-law.
Mayor Lacey opened the Public Hearing for Item 400.
Mr. Christopher Schmidt read an email submitted by Mr. Ed Mignone, 7206 Howell
Creek Drive, Winter Springs addressing drainage concerns.'
Mr. Maurice Kaprow, P.O. Box 795233, shared concerns and spoke in favor of adding
a minimum 6-month stay requirement.
Ms. Gina Shafer, Winter Springs Village, Winter Springs, FL shared some concerns
and spoke about lease terms that can be established in covenants and restrictions.
Mr. James Evans, 277Almaden Ct, Winter Springs, FL spoke about housing
shortages and ADUs and shared concerns about restrictive policies focused on
ADUs.

Manager Boyle reviewed the proposed budget and announced the proposed
operating millage rate of 2.4100 mills.

MILLAGE RATE AT 2.4100 MILLS AND ESTABLISHING THE ROLLED-BACK MILLAGE

503. Affirmation of Existing City Values and Discussion on Community Dialogue
Workshops
Manager Boyle spoke briefly about a letter crafted by himself and Chief Deisler
highlighting the customer service approach of the Winter Springs Police
Department and actionable items to keep improving. Continuing, Manager Boyle
noted a draft resolution that would create a panel, named by the City Commission,
to provide input and work to implement identified actionable items.

• Recognized and thanked Ms. Aneta Barton, Budget Manager, Finance
Department for work putting together the budget.
• Asked that the Commission consider addressing campaign sign enforcement
as is typically done in election years.

• Asked about the status of City Clerk position applications and that this be put
on the next agenda.
604. Seat Two Commissioner Kevin Cannon
• Thanked staff for the organization and overall success of the Tree Giveaway.
605. Seat Three Commissioner/Deputy Mayor Ted Johnson
• Complimented Brooke on the Celebration of Freedom Parade.
• Commented on the great organization of the Tree Giveaway.
• Commended the Winter Springs Police Department for its community
programs and support.

607. Seat Five Commissioner Geoff Kendrick
• Announced that the Florida League of Cities Annual Conference, being held
August 14-15, 2020, would be virtual.
• Noted attendance at the Community Garden ribbon cutting and enthusiasm
from residents taking part.
• Mentioned attendance at the Fishing Derby and said it was a great success.
• Asked that the community keep Bridgit Lake of the Chamber of Commerce in
their thoughts as her house was recently struck by lightning.
• Reaffirmed support for Chief Deisler and the Winter Springs Police
Department.
608. Mayor Charles Lacey
• Praised Brooke for her creativity in creating safe and fun events such as the
recent Fourth of July parade.
PUBLIC INPUT
Mayor Lacey opened "Public Input".
Mr. Ron Licthart, 1036 Winding Water Circle, Winter Springs, FL commended
Shawn Boyle and the staff on the budget and their work for the City.
Ms. Gina Shafer, Winter Springs Village commended Shawn and encouraged
sharing the reduced millage rate in the newsletter. Asked about an ordinance
regarding unrelated individuals living in single-family residences.
