potential problems with canopy heights, plants replacement, visibility, and city
trees going over into other properties.

Ms. Aneta Barton, Budget Manager, Finance Department reviewed the
provided expenditure report relaying that the board came in under budget.
501) Discuss Information Regarding Landscaping throughout the
Tuscawilla Lighting and Beautification District
City Manager Shawn Boyle gave feedback on the height of the canopy that
was brought up during public input stating the City is aware of the problem
and is working to resolve the problem with trimming of the trees.

**Due to technical difficulties Chairperson Tom Vagnini and Committee
Member Jesse Phillips entered the meeting at 5:32 pm**
Mr. Kevin Maddox, Landscape Manager, Urban Beautification Division, IT &
Administrative Services Department reiterated that tree trimming will be
happen to help with the canopy and there are tree removals planned and
currently in progress. Further discussion ensued regarding holiday decorations
focusing mainly on style, funding and lifespan.
Mr. Kevin McCann, 1109 Pheasant Circle, Winter Springs Florida spoke on
behalf of the Tuscawilla Homeowners Association stating the Association
would be willing to assist with the cost of the decorations. Mr. McCann also
relayed memories of past ordeals that took place in efforts to maintain the
holiday decorations due to low quality. Additionally adding the suggestion of
getting industrial style decorations instead, for longevity.
Further discussion ensued on getting industrial grade decorations, the
funding and the Committee having a workshop and special meeting to make
a direct discussion on the matter.

DISCUSSION ITEMS
1) Discussion on Christmas Decorations and Funding
Mr. Kevin Maddox, Landscape Manager, Urban Beautification Division, IT &
Administrative Services Department gave a review of the quotes and entrance
photos given to the attendees for reference. Discussion started with what type
of decorations and warranties were offered. The sizing, amount, and different
details of the main decoration and Wreaths was also discussed in depth, in
regard to what the Committee and Homeowners Association wanted. The
consensus of the group was that Clark Displays was the quote that everyone
favored with price, warranty and inclusion.
Additionally, the Tuscawilla Homeowners Association gave a contradiction of
two thousand and five hundred dollars ($2,500) to go towards funding of the
holiday decorations. Discussion continued on the funding from the Tuscawilla
Lighting and Beautification Committee Budget and what fund the cost would
be pulled from.

500) Discussion on Holiday Decorations and Funding
Additional Information
Mr. Kevin Maddox, Landscape Manager, Urban Beautification Division, IT &
Administrative Services Department gave a brief overview from workshop on
the four quotes given for Holiday Decorations. Discussion continued on pricing,
budget, and what was included or not within the quotes that the Committee
wanted as decorations. Additionally, concern was expressed about the
Committee’s budget and a suggestion was given of splitting the decoration
cost 50/50 with the Tuscawilla Homeowners Association who agreed to help
assist with the cost at the previous meeting.
Mr. Kevin McCann, 1109 Pheasant Circle, Winter Springs Florida represented
the Tuscawilla Homeowners Association relayed that the HOA could increase
their contribution from two thousand five hundred dollars ($2,500) to three
thousand dollars ($3,000).
Discussion continued on finalizing the budget, questions arose on power that
the entry ways and if poinsettias would be planted for the holidays as well.
Those were confirmed to be added to the medians.
