"If a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based" - per Section 286.0105 Florida Statutes. 3 ORDINANCE NO. 2010-06 AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, CREATING THE BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE; ESTABLISHING PURPOSE AND DUTIES; PROVIDING FOR THE REPEAL OF PRIOR INCONSISTENT ORDINANCES AND RESOLUTIONS, INCORPORATION INTO THE CODE, SEVERABILITY, AND AN EFFECTIVE DATE. WHEREAS, the City is granted the authority, under Section 2(b), Article VIII, of the State Constitution, to exercise any power for municipal purposes, except when expressly prohibited by law; and WHEREAS, the City Commission adopted the Evaluation and Appraisal Report Amendments to the Comprehensive Plan on September 28, 2009; and WHEREAS, Transportation Element Policy 1.5.18 directs the establishment of a trails advisory committee made up of residents who will work together to pursue the planning and implementation of an interconnected trail and bicycle system and make appropriate recommendations to the City Commission; and WHEREAS, a Bicycle and Pedestrian Advisory Committee is needed to pursue the planning and implementation of non-motorized transportation linkages within and throughout the City to supplement and further enhance the value of the Cross-Seminole Regional Trail within the City; and WHEREAS, the City Commission of the City of Winter Springs, Florida, hereby finds this Ordinance to be in the best interests of the public health, safety, and welfare of the citizens of Winter Springs. NOW, THEREFORE, THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS HEREBY ORDAINS, AS FOLLOWS: Section 1. reference. Recitals. The foregoing recitals are hereby incorporated herein by this Section 2. Code Amendment. The City of Winter Springs Code, Chapter 2, is hereby amended to create new sections 2-43 and 2-44 as follows (underlined type indicates textual additions to the City Code): Sec. 2-43. Creation; composition; appointment of members. (a) Pursuant to Transportation Element Policy 1.5.18 of the city's comprehensive plan. the city hereby establishes a trails advisory committee which shall be known as the "Bicycle and Pedestrian Advisory Committee". (b) The Committee shall have five (5) members and membership on the Committee shall be in accordance with the terms of Section 2-42 of this code except as expressly provided in this Section. The Committee may additionally include ex officio members. who may or may not be residents of City of Winter Springs Ordinance No. 20 I 0-06 Page I of 3 4 the city, who can provide technical support or expertise in any aspect of the Committee's work. Such .ex. qfficio members will. have no voting po.wer and cannot be used for the purpose of estabhshmg a quorum for ms;etmgs. Any c2mm1ss1oner or the mayor may an.point an ex officio member but such appointment is not effective until ratified by mafority vote of the city commission. (d) The Committee shall conduct four (4) quarterly regular meetings each year and may conduct additional special meetings as may be necessary to properly perform its duties and functions. (e) The Committee shall establish rules and or bylaws to govern the manner in which its meetings and affairs are conducted, provided that such rules and procedures are not inconsistent with federal and state law. the city code or direction of the city commission. CO The Committee shall be subject to the Florida Public Records Act and the Sunshine Law. Sec. 2-44. Purpose and Duties. (a) The purpose of the Committee is to promote trail. pedestrian and bicycle circulation systems and encourage increased use of non-motorized transportation in the city. The Committee shall perform the following duties: ( 1) Serve as an advocate for the adoption of a Trail and Bicycle System Master Plan for the 9.tY:. (2) Promote pedestrian and bicycle travel as a viable transportation choice to connect neighborhoods with parks, schools, commercial areas. and other destinations in the city and surrounding area. (3) Assist with identifying funding sources and implementation strategies which further the development of an interconnected network of trails. sidewalks and bikeways within the city. ( 4) Recommend to the ci!J commission establishment, development, planning, funding and maintenance of specific trail. sidewalk and bicycle projects. (5) Consider all matters submitted to it by the city commission or staff and shall offer suggestions or recommendations on its own initiative. It shall receive petitions and suggestions from the citizens of the city. and shall cooperate with civic groups. governmental agencies. and other grganizations regarding trail. sidewalk and bicycle system planning and implementation. Section 3. Repeal of Prior Inconsistent Ordinances and Resolutions. All prior inconsistent ordinances and resolutions adopted by the City Commission, or parts of prior ordinances and resolutions in conflict herewith, are hereby repealed to the extent of the conflict. Section 4. Incorporation Into Code. This Ordinance shall be incorporated into the Winter Springs City Code and any section or paragraph, !lumber or lett~r, and any hea.ding may.be changed or modified as necessary to effectuate the foregomg. Grammatical, typographical, and hke City of Winter Springs Ordinance No. 2010-06 Page 2 of 3 5 errors may be corrected and additions, alterations, and omissions, not affecting the construction or meaning of this ordinance and the City Code may be freely made. Section 5. Severability. If any section, subsection, sentence, clause, phrase, word or provision of this Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, whether for substantive, procedural, or any other reason, such portion shall be deemed a separate, distinct and independent provision, and such holding shall not affect the validity of the remaining portions of this Ordinance. Section 6. Effective Date. Mr. Jason McCray, P.E., Senior Project Manager, England-Thims & Miller, Inc. and Vasu Persaud, PE, AICP, PTOE, Transportation Analyst, Public Works Department/Engineering Division, Seminole County, 100 East 1st Street, Sanford, FL 32771 presented, via GoToMeeting, a trail feasibility study Seminole County conducted in preparation for the possible connection of the Cross Seminole Trail to State Road 434. Discussion and questions ensued in regards to the study. Christopher Schmidt, Community Development Director was present for questions. INFORMATIONAL AGENDA 200. An update from the Parks and Recreation Department and Community Development Department to the Bicycle and Pedestrian Advisory Committee regarding the newly installed crosswalk signage throughout the City Mr. Christopher Schmidt, Director, Community Development Department updated the Bicycle and Pedestrian Committee on the crosswalks that were installed throughout the City. Discussion continued on solar powered lighting for the high school parking lot. Mr. Maurice Kaprow, PO Box 195233, Winter Springs, FL 32719 expressed his concern on bike riders speeding and not stopping while on the trail. Christopher Schmidt addressed concerns and suggested reaching out Seminole County and Winter Springs Police Department to help educate and reduce the problem with speeding on the trails. The Committee was in consensus on staff exploring suggestions given. Chairperson Sorrentino closed “Public Input”. CONSENT AGENDA 300. Meeting Time Discussion Committee Member Ames relayed reasons on why the meeting time change would be necessary. Mr. Christopher Schmidt, Director, Community Development Department gave staff suggestion on putting the Bicycle and Pedestrian Advisory Committee at 6:30 pm consecutive to the Parks and Recreation Advisory Committee starting the next calendar year. Mr. Schmidt additionally suggested using social media for educational purposes in helping to promote bicycle safety. The Committee was in consensus with staff proceeding. Staff’s recommendation was to amend the original motion to have staff take staff proposal to the City Manager and then get an update at the next meeting. “I WILL MAKE A MOTION THAT WE CHANGE THE TIME AS OF NEXT YEAR TO FOLLOW THAT OF THE PARKS AND REC DEPARTMENT [ADVISORY COMMITTEE AT 6:30 PM].” MOTION BY COMMITTEE MEMBER AMES. Discussion regarding having the City promote "Bike to Work Day" along with "Walk to School Day" (October 2020) on the City Facebook page. Christopher Schmidt prompts discussion about continuance of promoting these days on Social Media. Consensus from the Committee to promote was given. AWARDS AND PRESENTATIONS 100) FDOT SR 419 Improvements Update Presentation Mr. Ashraf Elmagrahby and Mr. Ty Garner members of the Florida Department of Transportation (FDOT) Project Team, 719 South Woodland Boulevard DeLand, Florida presented on State Road 419 Improvements/Resurfacing and discussed the project area, proposed safety and operational improvements, proposed bicycle and pedestrian accommodations, and temporary traffic control measures, including lane closures, that would be associated with the project. Discussion followed on accessibility and usability concerns for the elderly and handicap populations, considerations of flyovers, and concerns about the safety of keyholes. Mr. Christopher Schmidt, Director, Community Development Department, discussed recommendations his department had forwarded to FDOT and reiterated that safety was the primary concern. Further discussion followed on proposed crossing signals and the potential of meeting again once a traffic study was completed 13 CITY OF WINTER SPRINGS, FLORIDA MINUTES BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE SPECIAL MEETING – MARCH 3, 2021 PAGE 3 OF 4 PLANNING AND ZONING BOARD/LOCAL PLANNING AGENCY REGULAR MEETING | WEDNESDAY, JUNE 5, 2019 | PAGE 3 OF 4 101) Parks and Recreation Master Plan Update by the East Central Florida Regional Planning Council (ECFRPC) Parks Master Plan Presentation Mr. Matt Siebert, East Central Florida Regional Planning Council, Address presented on the Parks and Recreation master Plan and encouraged Board Members to attend a community session being held on March 11, 2021 at City Hall. 102) Best Foot Forward Presentation Mr. Christopher Schmidt, Director, Community Development Department introduced Ms. Emily Hanna, Executive Director, Bike Walk Central Florida to discuss Best Foot Forward. Ms. Hanna reviewed the mission, partnerships, and projects that the organization has completed, noted a report listing the Orlando area as the most dangerous Metropolitan Statistical Area (MSA) for pedestrians and cyclists, and reviewed low-cost engineering changes identified through observation, data collection efforts, crosswalk audits, and online resources. Discussion followed on the involvement of the Winter Springs Police Department and funding mechanisms. INFORMATIONAL AGENDA PUBLIC INPUT Mr. Rob Elliott, 925 Chokecherry Court, Winter Springs asked about potential lane closures, future plans for road widening, and the impact the City’s arbor ordinance may have on the SR 419 project. Committee Members commented on sightline issues near Vistawilla Road, safety concerns related to pedestrian crossings, and the need for improved crosswalk options in the Town Center. Section 77070: S.R. 419, from Moss Road to Wade Street Winter Springs (Seminole County), Florida INTRODUCTION Traffic Engineering Data Solutions, Inc. (TEDS) was retained on behalf of the Florida Department of Transportation (FDOT) to conduct a Mid-Block Pedestrian Crossing Study on State Road (S.R.) 419 from Moss Road to Wade Street in Winter Springs (Seminole County), Florida. A location map of the study corridor is shown below as Figure 1. The study was initiated after a request by the City of Winter Springs to lower the speed limit on S.R. 419 and to provide a mid-block crossing to access the newly extended Cross Seminole Trail. The analysis methods used in completing this study are consistent with the Manual on Uniform Traffic Control Devices (MUTCD), FDOT’s Manual on Uniform Traffic Studies (MUTS), FDOT’s Traffic Engineering Manual (TEM) and engineering judgment. This report documents existing conditions, vehicle / pedestrian / bicycle counts, spot speed studies, qualitative assessments, and recommendations. Section 77070: S.R. 419, from Moss Road to Wade Street Winter Springs (Seminole County), Florida EXISTING CONDITIONS S.R. 419 is predominantly north/south, extending from S.R. 434 to U.S. 17/92 in Winter Springs; however S.R. 419 extends east/west within the 0.4 mile study segment. For the purposes of this study, S.R. 419 will be referred to as an east/west roadway. S.R. 419 is a two- lane undivided arterial with paved shoulders. The Cross Seminole Trail was recently extended to join two non-contiguous segments of the trail. The new trail construction along the north side of S.R. 419, from just east of Moss Road to Layer Elementary School. Table 1 summarizes the existing conditions for the study area. An existing condition diagram is provided as Figure 2 and a straight-line diagram is included in the Appendix. The pedestrian and bicycle crossings are summarized on the existing conditions diagram, Figure 2. Throughout the corridor, pedestrian and bicycle activity was low in which seven (7) pedestrians and 26 bicyclists were observed crossing S.R. 419 within the 8-hour period. Section 77070: S.R. 434, from Moss Road to Wade Street Winter Springs (Seminole County), Florida SPEED ZONE STUDY Based on a field review, the posted speed limit signs along the study section of S.R. 419 were identified and the locations graphically depicted on the existing conditions diagram provided in Figure 2. Spot speed checks were conducted at two (2) locations depicted on the existing conditions diagram. Many factors affect driver behavior on the roadway such as the proximity of roadside hazards, the frequency of driveways or side streets, roadway geometry and/or the presence of pedestrians, etc. Therefore, the locations for the speed analysis were chosen where vehicles were traveling at unrestricted free flow speeds. Two (2) of the common descriptive statistical measures utilized in determining the prevailing speed are the 85th percentile speed and the 10 mph pace. The 85th percentile speed is the speed at or below which 85 percent of the free-flowing vehicles are traveling. The 10 mph pace is the 10 mph range containing the highest number of vehicles from the study data. The 85th percentile speed and 10 mph pace were calculated for both locations as shown in Table 2 with details included in the Appendix. Table 2 Spot Speed Study Summary The Speed Zoning Manual states that a speed limit should not differ from the 85th percentile speed or upper limit of the 10-mph pace by more than 3 mph and it shall not be less than 8 mph. The posted speed limit within the study limits is 55 mph and the combined 85th percentile speed ranged from 53 to 54 mph with the upper limit of the 10-mph pace being 55 mph. Given the 85th percentile speed is within the acceptable range of the posted speed limit, it is recommended the existing 55 mph speed zone remain in place. Section 77070: S.R. 434, from Moss Road to Wade Street Winter Springs (Seminole County), Florida QUALITATIVE ASSESSMENT S.R. 419, from Moss Road to Wade Street was observed by a registered professional engineer during the weekend peak hours. The goal of the observations was to determine the need for mid-block crossing opportunities to access the Cross Seminole Trail. Operations: Operations include the efficiency of operation and interaction of motor vehicles, pedestrians, and bicycles along the segment. • FDOT has an upcoming roadway project (FPID 441019-1) that will resurface all travel lanes of S.R. 419, from S.R. 434 to U.S. 17/92 and add pedestrian lighting at signalized intersections. Specific to the study area, this project will also add sidewalks to the south side of S.R. 419, from Edgemon Avenue to Wade Street. The project letting date is currently July 28, 2021 and a copy of the roadway plans are provided in the Appendix. • The Cross Seminole Trail extends from the Orange County line (near Aloma Avenue and Howell Branch Road) to Volusia County (near I-4 and US. 17/92). A 0.60-mile segment of trail was recently constructed to connect the two non-contiguous segments of the trail between one (1) mile south of Osprey Trial to Layer Elementary School. The trail project has been completed; however, field observations revealed the trail terminates on either side of the railroad tracks and is not currently a completed connection. • Traffic signals are provided at Edgemon Avenue and Layer Elementary School, a spacing of approximately 3,500 feet. Pedestrian features (pedestrian push buttons, countdown timers and crosswalks) are provided at the Layer Elementary School intersection. An additional review was conducted on a school day. Crossing Guards are present at the Layer Elementary School intersection to assist students with crossings during school arrival and dismissal. All school-aged children were observed crossing at the traffic signal with the crossing guards. • Based on driving with the flow of traffic, vehicular speeds were noted to be relatively consistent with the posted 55 mph speed limit during non-congested periods. During the school arrival and dismissal periods, travel speeds were observed to be slower than the posted speed limit. • The area south of S.R. 419 is primarily residential while the area to the north is a mix of industrial and commercial land uses. Access to the north is only provided via Wade Street while all sidestreets provide access to the residential areas to the south. • During the observation periods, vehicular traffic along S.R. 419 was moderate to low with large gaps provided in both directions. • The preliminary context classification of the study corridor is C3C – Suburban Commercial. • Within the study limits, motorists on S.R. 419 (both eastbound and westbound) generally have a clear line of sight of any pedestrians located on either side of S.R. 419, and pedestrians crossing S.R. 419 have a clear unimpeded view of approaching vehicles. • A greater number of bicycle crossings were observed than pedestrian crossings. The highest frequency of crossings occurred just east of Moss Road, where eastbound cyclists appeared to approach from Edgemon Avenue, travel along the eastbound shoulder and cross S.R. 419 at the bend in the trail. Some cyclists were observed crossing the eastbound lane and travelling in the painted gore area while waiting for a gap in westbound traffic to finish their crossings. Additionally, cyclists were occasionally 26 P a g e | 10 Traffic Engineering Data Solutions, Inc. Section 77070: S.R. 434, from Moss Road to Wade Street Winter Springs (Seminole County), Florida observed using the parking lot areas (within businesses on the north side of S.R. 419) between Edgemon Avenue and the trail to access the trail. No conflicts were observed. • Many of the pedestrians/bicyclists who crossed S.R. 419 to access the trail were observed continuing east on the trail. The crossings could have been completed at the signalized intersection at Layer Elementary School. • Pedestrian features are not provided at the signalized intersection at Edgemon Avenue, however will be added as part of the upcoming resurfacing project. Providing a sidewalk connection on the north side of S.R. 419, between Edgemon Avenue and the trail (approximately 1,000 feet), could reduce the occurrence of mid-block crossings to the east (see photo below). A drainage swale and other utilities are located along the north side of S.R. 419 in this segment. It is recommended a drainage analysis and utility impact assessment be completed to determine the feasibility of constructing a sidewalk along the north side of S.R. 419. • FDOT’s Traffic Engineering Manual (TEM) identifies the need for a mid-block pedestrian crosswalk based on proximity of significant generators, pedestrian demand, pedestrian- vehicle crash history, and distance between crossing locations. Pedestrian demand meets the thresholds when there are: o At least 20 pedestrian crossings during any one (1) hour of an average day, o At least 18 pedestrian crossings during each of any two (2) hours of an average day; or o At least 15 pedestrian crossings during each of any three (3) hours of an average day. Based on the pedestrian and bicycle crossing volumes, thresholds for a mid-block crosswalk are not met at this time. It should be noted the crossing volume criteria is for a specific location while the volumes collected span a distance of 2,100 feet and still do 27 P a g e | 11 Traffic Engineering Data Solutions, Inc. Section 77070: S.R. 434, from Moss Road to Wade Street Winter Springs (Seminole County), Florida not meet the threshold criteria. Based on the crossings observed, it was not apparent that a specific crossing location would be used even if it was provided. • Based on the low pedestrian/bicycle crossing volumes, the 55 mph travel speeds on S.R. 419 and the availability of a signalized pedestrian crossing at Layer Elementary School, a mid-block pedestrian crossing is not recommended at this time. Pedestrians crossing SR 419 were observed to generally be traveling east-west, parallel to SR 419. Rather than introducing an unsignalized crossing location, the overall strategy of providing sidewalks to the signalized crossing at Layer Elementary provides a better solution that appears to meet the needs of the users observed. Safety: A detailed analysis of the collision history was not completed as part of this study evaluation; however, the crash data for the 36-month period between April 1, 2018 and March 31, 2021 was obtained from University of Florida’s Signal Four Analytics and a preliminary review was conducted. Based on the preliminary collision analysis, no pedestrian or bicycle related crashes have been reported within the study segment. Maintenance: During the various field reviews the condition of the study intersection’s pavement, striping, and signing were observed to be in fair to good condition. With the resurfacing project scheduled to begin in July 2021, no maintenance improvements are recommended at this time. 28 P a g e | 12 Traffic Engineering Data Solutions, Inc.
