Committee Member Gallo declined the Vice Chairperson nomination and nominated Vice-Chairperson Lecky for re-election. Vice- Chairperson Lecky accepted the nomination and position. “I RECOMMEND MR. VOTE: COMMITTEE MEMBER KENNEDY: AYE COMMITTEE MEMBER ZACHARIAS: AYE COMMITTEE MEMBER GALLO: AYE VICE-CHAIRPERSON LECKY: AYE CHAIRPERSON NUSSBAUM: AYE COMMITTEE MEMBER VAN KLEUNEN: AYE COMMITTEE MEMBER SPALTHOFF: AYE RICHARD LECKY WAS ELECTED THE VICE-CHAIRPERSON 5 CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING – FEBRUARY 02, 2021 PAGE 3 OF 6 AWARDS AND PRESENTATIONS 100) Parks and Recreation Master Plan Update by the East Central Florida Regional Planning Council (ECFRPC) Mr. Christopher Schmidt, Director, Community Development Department gave a brief background in regards to the Parks Master Plan and introduced Mr. Matt Siebert who will be giving the presentation on the Parks Mater Plan. Mr. Matt Siebert, Planner, East Central Florida Regional Planning Council, 455 North Garland Avenue, Suite 414, Orlando, Florida started by sharing information about the Council and what they do. Mr. Siebert shifted to the elements of the Master Plan; which are Existing Conditions Analysis, Economic Analysis, and Public Engagement. Mr. Seibert references maps presented in the “Parks and Recreation Presentation.” Mr. Siebert further explained the remaining elements and gave a timeline for when every element would be due. Additional questions regarding Public Engagement, the City age range growth, Bike lane safety, and the survey that was sent out were also asked in regards to the Parks Master plan. 101) Parks and Recreation Updates on City Parks projects. Mr. Mike Barclay, Recreation and Programs Manger, Parks and Recreation Department presented all the parks updates within the City. Mr. Barclay shared photos depicting the progress and the completion of some of the projects. Thanks and appreciation was given to all the Employees that were apart of these projects. 102) ADD-ON - FDOT State Road 419 Resurfacing Project Mr. Mark Bertoncini, Director of Transportation, VHB, 225 E. Robinson Street, Suite 300, Landmark Center Two, Orlando, Florida gave a presentation on the State Road 419 resurfacing project that Florida Department of Transportation is conducting. Improvement that will be conducted are new sidewalks segments will be added, bicycle lane improvements, and upgrades to shoulders and driveways. CONSENT AGENDA 300) Approval of the Tuesday, February 4th, 2020 Park and Recreation Advisory Committee Regular Meeting Minutes “I MOVE TO APPROVE THOSE MINUTES FROM FEBRUARY 2020.” MOTION BY VICE-CHAIRPERSON LECKY. SECONDED BY COMMITTEE MEMBER GALLO. DISCUSSION. PUBLIC HEARINGS AGENDA 400) Not Used 7 CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING – FEBRUARY 02, 2021 PAGE 5 OF 6 REGULAR AGENDA – PART II 502) Meeting Date and Time Discussion Mr. Christopher Schmidt, Director, Community Development Department suggested moving the Parks and Recreation Advisory Committee to the first Wednesday of the month involving the Committee to help streamline and further assist with scheduling as well as staffing for the additional meetings. Parks and Recreation would be moving to the first Wednesday of February, May, August and November just before the Bicycle and Pedestrian Advisory Committee Meeting. The Committee agreed but had questions on run-over time and if that would be an issue as well as asked to have a grace period of at least ten minutes in between the two meetings. Staff agreed on the grace period and explained that if the Committee ran-over on time that would not be a problem. “I MAKE A MOTION, WITH THAT DISCUSSION WE MOVE TO THE PARKS AND REC ADVISORY COMMITTEE REGULAR MEETING FROM TUESDAYS AT FIVE THIRTY (5:30 PM) TO WEDNESDAYS AT FIVE THIRTY (5:30 PM) WITH THE NEXT MEETING BEING WEDNESDAY BEING THE 5TH OF MAY AT FIVE THIRTY (5:30 PM).” MOTION BY COMMITTEE MEMBER GALLO.
