City of Winter Springs WTP No. 1 HSPS Suction Piping Replacement
Prime Construction Group, Inc. (PCG) believes at the heart of all good construction
project and/or work tasks is the right plan. The right plan includes planning for any/all
variables to ensure that any project and/or work task is completed safely, on time and
correctly the first time.
For this job the City of Winter Springs is seeking PCG to provide the best price, best plan
and best schedule to help the City maintain its high-quality water delivery to its residents
with no interruptions of service. For the HSPS Suction Piping Replacement project to be
successful open, direct, and constant communication will be necessary for all project
stakeholders. PCG will focus on leading the stakeholder team during the life of this
construction project and provide the labor, equipment and material necessary to complete
this project as stress-free for all involved as we can.
As we reviewed the suggested project phasing, it has become apparent that the City’s
team and Carollo Engineers have come up with an engineered design that strikes a good
balance of cost effectiveness with minimizing potential impacts to the customer. We
would intend to follow the suggested phasing plan as showing the submitted project
schedule.
Not to minimize the other portions of this project, but for purposes of our project
approach we will focus on the following to ensure the 4 critical overnight switchovers are
constructed safe, on time and correct.
For the 4 phases the following need to be adhered to:
1. Preconstruction – Test pit and verify all utilities for size and location. Special
attention may be needed for utility relocations in conflict or adjustments to the
proposed may need to be done. Once the variables of existing utilities have been
identified that will allow us to prefabricate as much as possible ahead of the shut-
down period to make the shut-down time as short as possible. Testing of all
existing valves to ensure lines can be properly shut down for tie-ins.
2. Planning -- Once all variables are addressed and adequately planned for a
meeting will be necessary to discuss the overnight shutdown plans and identify
the best date and time to start. This will ensure that all stakeholders are
adequately staffed for a successful overnight cut in and getting the plant back on-
line as soon as possible.
3. Preparation of Site – Excavate, visqueen, dewatering pump set up, mobilize
necessary equipment and back up equipment as needed for critical tie-ins. On the
HSPS building work demolish openings and temporary shore masonry for pipe
removal and replacement. All prefabrication started earlier complete prior to the
night of execution.
4. Execution – Provide labor, equipment, lighting and material necessary for tie-in.
Schedule extra labor, equipment and tools just in case needed due to unforeseen
circumstances.
Due to the sequencing of the design engineer the plant should be down in capacity
only for 8 hours maximum. This will be accomplished by preplanning and
executing the plan as identified above.
Most of the risk in the job is in overall schedule and not necessarily plant
operations. By the time the execution day is upon us all variables of risk should
be removed. Items that can hurt the job in overall schedule is what is found in the
preconstruction work. For phase 1 and 2 will there be any unforeseen
underground utilities that will cause modification to the proposed pipe or
relocation of existing that can delay the job. All 4 critical tie-ins rely on existing
valves to close completely to ensure fast modifications to the existing piping
systems. Testing of those valves prior to cut in is paramount and if additional line
stops are needed you have to know that before you cut into the existing pipe. All
of the risks aforementioned should be addressed before there is any chance of an
emergency. Having a well thought out plan that will be owned by all stakeholders
will ensure successful transitions during these 4 difficult transitions.
PCG is committed to lead the stakeholders of this project in safe first-class quality
project done on time. While we are on this project PCG will have an all hands-on
deck approach if an emergency of any type pops up. We have over 70 employees
that can be assigned to work tasks as necessary to ensure this project is treated as
a preferential project for the City of Winter Springs.
