Mayor Charles Lacey called the Regular Meeting of Monday, November 16, 2020 of
the City Commission to order at 6:31 p.m. in the Commission Chambers of the
Municipal Building (City Hall,1126 East State Road 434, Winter Springs,
Florida 32708).

Chief Chris Deisler, Winter Springs Police Department introduced Officer Hilerio and
K-9 Max and accepted a donation from Mr. Zachariah Cartledge, representing the
organization Running for Heroes, of a ballistic vest for the new K-9.
Mr. Cartledge briefly reviewed the purpose and accomplishments of the organization
and presented the ballistic vest to Officer Hilerio.
101. *ADD ON* Presentation of Donations from Tuscawilla
Homeowners Association
Mr. Kevin McCann, President, Tuscawilla Homeowners Association, presented a
donation of $1,500.00 to the Winter Springs Police Department for the WSPD Shop
with a Cop program. Chief Deisler thanked Mr. McCann for the generous donation.
Mr. McCann then presented a check for $3,000.00 to Mr. Kevin Maddox for holiday
decorations throughout the Tuscawilla community.

Ms. Gina Shafer, Winter Springs Village, Winter Springs, Florida congratulated the
newlyelected commissioners and mentioned several projectswhich shewas hoping
to see progress on. Specific projects included lights on Michael Blake Boulevard,
placing patrols on the trail, and an update on charging stations.
Mayor Lacey recommended contacting Chief Deisler for any patrol questions. Mr.
Christopher Schmidt, Director, Community Development Department advised on
the status of electric vehicles and charging stations noting an update would be
coming to the Commission at the December meeting.
Discussion followed on the trail, maintenance of landscaping, and the possible
addition of signs. Staff noted that all decisions regarding the trail would require
working with Seminole County. Mr. Schmidt advised he would reach out to the
County to discuss improvements. Discussion continued about the inclusion of the
Bicycle and Pedestrian Advisory Committee, bicyclist behavior, and a variety of other
solutions to ensure safety of trail users and residents in general.
Mr. Ryan Stahl, 630 S. Maitland Ave, Maitland, Florida, congratulated the newly
elected commissioners, mentioned progress on a development project, including
having met with nearby neighborhoods, and expressed optimism that the project
would come before the Commission soon.
Mayor Lacey noted written input had been received from Ms. Colleen Murphy,
ADDRESS and asked that it be included in the record.

Mr. Schmidt presented the item regarding the proposed Chase Bank, noted that the
Planning and Zoning Board had forwarded recommendation of approval, and
further noted that staff was recommending approval of the conditional use permit
and development agreement.
Discussion followed on streetscape requirements, timeline for final engineering and
aesthetics, and then turned to the need for a light at Michael Blake Boulevard.
Manager Boyle provided a brief update on the application for the traffic warrant and
noted that the Florida Department of Transportation would review and make a
recommendation.

Mr. Schmidt introduced the item and proposed phased project, noted applicant
agreement to terms and Planning and Zoning Board recommendation of approval.
Staff recommended approval.
Discussion followed on the previously held community workshop, height restrictions,
traffic impacts, and flooding concerns of neighboring properties. It was noted that
the development would alleviate many of the flooding concerns with infrastructure
improvements.
The Commission thanked Dr. Chau for attending the meeting and for bringing this
project to Winter Springs.

This item was pulled from the Consent Agenda by Commissioner Cannon. Discussion
followed on potential outparcel development and streetscaping. It was noted that
the applicant is working with the City Arborist and was confirmed that outparcel
development was possible if conditions were met. A question came up about
potential tenants.
Mr. Javier Kogan, 760S Cougar Court, Winter Springs representing the developer
noted two potential tenants in the works but was not able to disclose them at the
present time.

Ms. Maria Sonksen presented the item and asked for direction on extending the
contract with Waste Pro or going out for bid.
Lengthy discussion followed on previous short-term options, the prospect of putting
the contract out to bid, the pros and cons of a bidding process, customer satisfaction
with Waste Pro, and the need for lobbying restrictions in any future contract.
Mr. Tim Dolan, Senior Vice President, Waste Pro, 3705 St Johns Pkwy noted that a
proposed 6 month extension was likely not long enough to avoid any disruption in
service. Continuing, Mr. Dolan noted the long partnership between Waste Pro and
the City and said he was happy to do what is needed.
The Mayor and Commission agreed to authorize the City Manager and City Attorney
to negotiate a 12-month extension with the goal of negotiating a longer term
contract of five (5) years with two one-year extensions.

need for a traffic light at the intersection of State Road 434 and Michael Blake
Boulevard. Continuing, she expressed support for Waste Pro, asked for an update on
body cameras, and wished everyone a Happy Thanksgiving.
Manager Boyle noted that body cameras were not being looked at currently due to
the expense and no clear consensus from the Commission. It was suggested that the
topic may be discussed at the December 14 Special Meeting.

Good Evening Mayor & Commissioners,
My 3 -minute limit won't allow me to provide the full details of the incident I witnessed at Central
Winds Park last Tuesday. While I'm aware that my concerns on this incident are not a priority
item, I would still appreciate a future opportunity to discuss the full extent of what took place
and why it was so upsetting. After exiting a walk on the park's nature trail, my husband and I
noticed alligators sunning themselves on the banks of the large city retention pond bordering
Lake Jesup. Moments later, at least one of those gators we saw, was baited and shot. Those
who know that pond will know it's not readily visible to the public. The area is quiet and
unpopulated. We go there to enjoy one of the few remaining natural parts of our city, bordering
the Lake Jesup Conservation Area. I've submitted a packet of information showing the location
of that pond and its proximity to the lake. A park employee told us she had called FWC
because the gator was being fed, causing concerns about the Teach a Kid to Fish event.
This incident is just one of many examples of an ongoing need to raise awareness and enforce
violations of state statutes. For those who may be unaware, alligators are a federally and state
protected species with a critical role in wetlands conservation. Gators travel back and forth
from Lake Jesup, to these retention ponds, all the time. The city has many informed residents
who understand the environmental value of the species and will leave them alone as these
gators come and go routinely from many of our subdivisions. So you might imagine our surprise
watching them baited and killed that day for simply existing in their own habitat.
For every gator shot there, another will take its place. I'm concerned that in the absence of
people or cameras in that part of the park, anyone could effectively bait and harvest gators
unnoticed. Based on a phone call the park employee made that morning, it sounds like city
employees can act at their own discretion in calling trappers. This lends itself to questionable
and possibly unwarranted harvesting, especially for those who sound like they have a familiar
relationship with certain trappers. Rather than habituating gators to this particular pond, I would
ask that the city considers an alternate location for fishing. It's a privilege to have these parts
of our park available to use responsibly, meaning we can't kill everything we perceive to be a
nuisance in its own habitat. I ask that we all work to send a better message about our role in
land stewardship, so we can lessen this situation in the future.

**This is the trapper who was called by the city to kill the gat or at,
Central Winds Park. It's interesting that he leads "hunts" on "nuisance''
gat ors and stays very busy. It seems that with his own description,
virtually anyone could call him and deem any gat or a nuisance, adding to
his average take of 400 gators per year. This is why I would ask the city
to keep a closer eye on park activities and approval for calling FWC.,
