A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA, REGARDING THE
CITY'S WATER UTILITY AND DRINKING WATER
QUALITY; PROVIDING AN EFFECTIVE DATE.
WHEREAS, during the past several years, the City Commission has authorized plans
and committed funding to significantly upgrade and improve the City's utility systems including
the City's water treatment facilities, and utility improvements have already occurred and remain
ongoing; and
WHEREAS, in furtherance of said plans and improvements, the City Commission has
retained several consultants specializing in public water and other utility systems including
Veolia Water, Carollo Engineers, Kimley Horn and CPH Engineers, and said consultants
continue to provide periodic reports to the City Commission at public meetings regarding the
status of the City's water utility improvement project; and
WHEREAS, the City Commission desires to reiterate the current status of the City's
water utility improvement project and related water quality reports in the form of a Resolution,
and reemphasize that if any citizen has any concerns regarding water quality to immediately
contact the City with relevant available test data and scientific and medical information that can
be evaluated and acted upon by the City accordingly; and
WHEREAS, the City Commission hereby finds that this Resolution is in the best
interests of the public health, safety and welfare of the citizens of Winter Springs,Florida.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS,FLORIDA,AS FOLLOWS:
SECTION 1. The foregoing recitals are hereby incorporated herein by this reference.
SECTION 2. The City Commission hereby reiterates for information purposes the
recent Disinfection By-Products Compliance Update presented to the City Commission on July
8, 2019 and the 2019 Annual Drinking Water Quality Report presented to the City Commission
on July 13, 2020. A copy of each Power Point presentation is attached hereto and fully
incorporated herein by this reference(hereinafter the"Reports").
SECTION 3. The City Commission hereby reiterates for information purposes that the
Reports provide that the City's drinking water quality has met or exceeded all state and federal
water quality standards during 2019-2020.
SECTION 4. The City Commission hereby reemphasizes that the City Commission has
not been presented with any scientific or medical evidence identifying health or safety concerns
related to the quality of the City's drinking water.
SECTION 5. If any resident of the City of Winter Springs has any health or safety
concerns regarding the City's drinking water, the City Commission hereby urges any such
resident to immediately bring any relevant test data and scientific and medical information
supporting such concerns to the attention of the City Commission and City Manager for
evaluation and action accordingly,.
SECTION 6. This Resolution shall take effect immediately upon adoption.
UNANIMOUSLY ADOPTED by the City Commission of the City of Winter Springs,
Florida, in a Regular Meeting duly assembled on the 14th day of September, 2020.
