PUBLIC INPUT Mayor Lacey opened "Public Input" Interim City Clerk Christian Gowan read a letter submitted by Mr. Jesse Phillips on behalf of the Winter Springs Community Association, which asked that the Commission formally reach out to MetroPlan Orlando to conduct a traffic study of the entire SR 434 Corridor and noted that this should be no cost to the City.' Mayor Lacey closed "Public Input." CONSENT AGENDA 300. Winter Springs Town Homes Lot Split Resolution Commissioner Cannon asked about environmentally sensitive land and asked that two images of the lot in question be added to the record. 301. Community Garden Program Brief discussion on proposed location. 302. Amendment for FY19-20 Asphalt Street Resurfacing No discussion. 303. Emergency Mobile Generator No discussion. 304. Letter attached to the end of these minutes per request of Commissioner Cannon. PUBLIC HEARINGS AGENDA 400. First Reading of Ordinance 2020-03 Amending Chapter 5 of the City Code Regarding Tree Protection and Preservation "MOTION TO READ BY TITLE ONLY." MOTION BY COMMISSIONER HOVEY. SECONDED BY COMMISSIONER CANNON. MOTION PASSED WITH UNANIMOUS CONSENT. Attorney Garganese Read Ordinance 2020-03 by title only. Mr. Christopher Schmidt, Director, Community Development Department provided a brief overview of the ordinance and proposed changes. Attorney Garganese then provided a comprehensive overview of the ordinance and invited questions from the Commission. Discussion followed on definitions, licensing requirements, enforcement, insurance requirements, and inspections. Manager Boyle and Attorney Garganese agreed to look in to the concerns that were raised and bring answers in time for the second reading. Mayor Lacey opened the Public Hearing for Item 400. Garganese 0 No report 601. City Manager Shawn Boyle • Presented the following proposed reopening schedule, subject to change: • May 23,2020 -open playgrounds, park bathrooms, and splash pads • May 25,2020 -open City Hall • May 27,2020 -open basketball courts • Noted that enhanced cleaning protocols would continue and that socl distancing guidelines would need to be followed. • Noted that the Senior Center is not currently in the plans to be opened, as the are no procedures yet available to safely open the facility. • Announced that May 28, 2020 would be the deadline to decide on a July 4 event. �1 602. Seat Five Commissioner Geoff Kendrick Noted the May 21, 2020 Tri-County League of Cities Meeting had been cancelled and that the ethics training had been postponed to the September 17,2020 meeting in Ocoee. Thanked everyone for their hard work on the arbor ordinance. Wished everyone a happy belated Mother's Day. 604. Mayor Charles Lacey 0 No report 605. Commissioner 3ean Ht�yy • Highlighted the efforts of teachers and thanked them for going above an beyond to keep in touch with their students. • Mentioned learning about a diversion of money from car sales to the HO Scholarship which diverts sales tax money from the state. I ;i:fliiii 111111111111111111111ll iII111111111111 • Thanked all staff involved in the arbor ordinance updates and also thanked Manager Boyle for his leadership during this time. • Inquired when it would be known if the Florida League of Cities Annual Conference would be held. o Interim City Clerk Gowan offered to reach out to the Florida League of Cities and keep the Commission informed. • Noted that he has not heard complaints about the decision to not open Camp Sunshine and that parents understand that the City is being responsible. ... .. .. .. .... .... .... .... .... .... ..... .......... 0, • Mentioned a visit to Torcaso Park and noted the improvements that have been made, including beautiful trees that are now planted. • Asked Ms. Casey Howard, Director, IT is Administrative Services Department about ribbon cuttings. o Ms. Howard responded that Ms. Brooke Rissi, Marketing & Events Manager, IT & Administrative Services Department would be getting in contact with the Commission to set a date. Highlighted the work being done at Dominick's restaurant where they continue to provide free hot lunches to school children. 608. Seat Four Commissioner TiAnna Hale • Thanked Manager Boyle and everyone for all they have on and are doing for the City during this time. • Thanked residents and volunteers.
