Carol,
Signatures on checks are not exempt from disclosure under Florida law. Only the bank account numbers on the
check may be redacted, as there is a specific exemption in Chapter 119 for bank account numbers, as well as for
debit, charge and credit card numbers. Even if the City receives a request seeking to have a signature on a
check redacted, the City is not authorized by law to do so. I am only aware of one statutory provision which would
authorize a signature to be redacted and that is for signatures on voter registration records.
You are correct that SSN's; addresses, phone numbers and photographs of protected personnel and non -
personnel (once made known to the City); and medical records of personnel which would identify the personnel
are all exempt from disclosure. While these items comprise some of the most common items to be redacted from
public records, they do not represent an exhaustive list of all exemptions. In my opinion, creating such a list
would be quite an undertaking, especially considering the frequency with which the Legislature creates and
eliminates public record exemptions. I recommend that the City be familiar with this common list of exemptions
and our office will keep you up to date on any changes to the status of the public records laws.

Kate,
This question may have been asked of you before, but I am unable to locate a response; what I am trying to
determine is as follows:
On documents that we are in the process of scanning, we may encounter a copy of a check which has 'a
signature' on the check, does the signature on this check need to be redacted or do we have to have a request in
writing asking for the signature to be redacted?
It is our understanding that bank account numbers on the check should be redacted. It is also our understanding
that debit or charge or credit card numbers as well as bank account numbers on various documents should be
redacted. Please verify if this is correct also.
I am in the process of listing the items to be redacted while utilizing our scanning process and I would like to be
sure of what to have redacted on any of our documents.
I have also listed, social security number, addresses and phone numbers for all exempt personnel and/or City of
Winter Springs citizens who may be exempt (once known to us) and Medical Record Information which may
include but not limited to address, phone numbers, social security number, medical results.
Should there be any other items needed on this list, please advise. I appreciate your assistance with this matter
and I look forward to hearing from you.
