1. DRAFT ADVERTISEMENT: The title of the Resolution in the advertisement should reflect exactly the title of
the resolution. I don't think your draft advertisement reflects the title precisely as proposed. Also, please see the
answer to question #3 below for further information regarding the ad.
2. NUMBER OF PUBLIC HEARINGS: This issue is a little confusing because normally, Resolutions are only
read once, not twice. However, since section 376.80, F.S., requires that this Resolution be adopted pursuant to
section 166.041(c)(3)2, F.S., the proper route seems to be two (2) advertised public hearings.
3. DISPLAY AD: Yes, a map is required for the display ad pursuant to section 376.80(1). You should follow the
advertisement procedure set forth in section 166.041(c)(3)2 which provides as follows (again, this references
"ordinance" even though it's applying to "resolution" in this instance):
a. The local governing body shall hold two advertised public hearings on the proposed ordinance. At least one
hearing shall be held after 5 p.m. on a weekday, unless the local governing body, by a majority plus one vote,
elects to conduct that hearing at another time of day. The first public hearing shall be held at least 7 days
after the day that the first advertisement is published. The second hearing shall be held at least 10 days
after the first hearing and shall be advertised at least 5 days prior to the public hearing.
b. The required advertisements shall be no less than 2 columns wide by 10 inches long in a standard size or a
tabloid size newspaper, and the headline in the advertisement shall be in a type no smaller than 18 point.
The advertisement shall not be placed in that portion of the newspaper where legal notices and classified
advertisements appear. The advertisement shall be placed in a newspaper of general paid circulation in the
municipality and of general interest and readership in the municipality, not one of limited subject matter, pursuant
to chapter 50. It is the legislative intent that, whenever possible, the advertisement appear in a newspaper that is
published at least 5 days a week unless the only newspaper in the municipality is published less than 5 days a
week.
4. WHERE ADVERTISED: The statute only specifies that it NOT be advertised in the legal notice or classified
section of the paper.
5. DAYS NOTICE: Ad to run at least seven days prior to first hearing; at least 5 days prior to second hearing.

Attached is a Resolution that needs to be advertised regarding the Brownfield/S.E.E.D Area.
Could you please answer the following questions that I have regarding advertising this
Resolution:
1.) Can you review the advertisement wording that I have come up with (file is called
`Advertisement Wording')?
2.) I was under the impression that this Resolution would have (2) readings instead of the
normal (1) reading. Can you confirm this?
3.) Because there is a map to include with the wording (file is called
`1792CRAfirEconWinterSpringsColor'), does this Resolution need to run as a display ad?
4.) What section in the newspaper does this advertisement need to run?
5.) How many days before the Public Hearing does this advertisement need to run?
If you could please answer the above questions at your earliest convenience, so that I can
contact Orlando Sentinel to run the ad, it would be greatly appreciated.

Andrea, here is the resolution, the newspaper add and the map that needs to accompany the newspaper add.
The resolution should go to your City Attorney and City Manager for review and the add needs to be placed in the
Sentinel prior to the public hearing. The public hearing can be held before the City Commission at their regular
meeting with the vote immediately following. I have done this before and can help you with the process.
