Please allow this correspondence to serve as a response to your request for a legal
opinion regarding campaign treasurer's report filing requirements.
Section 106.07(1), Florida Statutes (2002), provides the requirements of filing
campaign treasurer reports. From the time the campaign treasurer is appointed, the
treasurer shall file, on the tenth (10th) day following the end of a calendar quarter, a report
itemizing the contributions received and expenditures made for the previous quarter (i.e.
April 10, July 10, October 10, etc..)
In addition, following the last day of qualifying for office (September �z, 2002, for
Winter Springs) reports shall be filed on the 32nd, 8th, and 4th days immediately

preceding the first primary and on the 18th and 4th days immediately preceding the second
primary and general elections. If a candidate become unopposed the candidate only
needs to file termination report.
Notwithstanding the foregoing, section 22, Chapter 2002-17, Laws of Florida,
amending section 46, Chapter 2001-40, Laws of Florida provides for the filing of general
election reports on the 46th, 32nd, 18th, and 4th days immediately preceding the general
election. Based upon the foregoing, we are of the opinion a candidate should file a
treasurers report with your office, on or about September 20, October 4, October 18 and
November 1, 2002.
Ordinarily, post qualifiying, the candidate would only be required to file October 18
and November 1, 2002.
