However, I do not believe the amendment will affect municipalities. Apparently, the 75-word limitation on the explanatory statement and the 15-word limitation on the ballot title will apply "except for amendments and ballot language proposed by joint resolution." In the context of Section 101.161, Florida Statutes, a joint resolution is a resolution adopted by the Florida Senate and Florida House of Representatives to place a Constitutional Amendment or other public measure to the vote of the people.
