According to your letter, you have asked the City of Winter Springs `for an inspection of all the lawsuits that were filed by an individual named Jim Mikes and/or his organizations, Florida Country Clubs, Inc., and/or Tuscawilla Land Company." The City has every intention of complying with your request pursuant to Ch. 119, Florida Statutes. However, your request neither indicates which lawsuits, nor the party that Mr. Mikes, et al.. filed against. As such, since it is my understanding that Mr. Mikes had filed lawsuits and claims against the City and numerous other parties, your request is extremely broad and will take some time for the City to compile for your inspection. Notwithstanding, the City will take whatever steps reasonably necessary to satisfy your request. Please be advised that the Florida Public Records law requires agencies to produce copies of non-exempt public records provided that the required fees established by law are paid. The statutory fee is $.15 per page plus postage. Additionally, to the extent that extensive clerical or supervisory assistance or extensive use of information technology resources is required to comply with your request, a special service charge representing the actual labor costs involved in responding to your request may also be assessed. See Section 119.07(1)(d), Florida Statutes. Moreover, please be advised that the City lacks the labor or financial resources to conduct research projects for private citizens, thus, the City's response will be limited to the requirements of Ch. 119, Florida Statutes.
