REGULAR MEETING
JUNE 15, 2016
CALL TO ORDER
The Regular Meeting of Wednesday,June 15,2016 of the Bicycle and Pedestrian Advisory
Committee was called to Order at 5:30 p.m. by Chairperson Kok Wan Mah in the
Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434,
Winter Springs, Florida 32708).

502. Community Development Department—Planning Division
The Community Development Department—Planning Division Is Requesting That
The Bicycle And Pedestrian Advisory Committee Receive Information And Discuss
The Wayfinding Signage Program.
Mr. Randy Stevenson, ASLA, AICP, Director, Community Development Department
began the discussion with an outline of the Agenda Item and invited the Committee
Members to bring forth any questions, suggestions,or other things they hear about, as they
affect bicycle and pedestrian transportation and facilities within the City of Winter Springs.
Next,Mr.Bobby Howell,AICP,Planner,Community Development Department presented
the Agenda Item and gave a synopsis of the Wayfinding Signage Program goals, which
included creating a more memorable experience along major corridors and creating a sense
of arrival into the City. Mr. Howell explained that the program was broken into three (3)
tiers, and the current development of signage along State Road 434 and area roadways,
such as Tuskawilla Road, was Tier III development; and then referred to a map with
planned signage locations that was to go before the City Commission on July 25t',2016.
Mr. Howell continued by saying, "Signs will direct motorists to points of interest such as
City Hall,the Post Office, and Central Winds Park,the major points of interest in the City.
The program was required to be approved by FDOT (Florida Department of
Transportation), as the signage is placed on a state roadway,which is State Road 434, that
goes through the heart of the City." Additional comments about the Florida Department
of Transportation approval process followed.
Furthermore, Mr. Howell added that as funding became available, a Wayfinding Signage
Program would be developed focused on a bicycle and pedestrian scale through areas such
as the Town Center and Village Walk. Mr. Howell referenced photographs and described
the examples of the sign styles that would be implemented.
Chairperson Mah inquired about the possible lighting on some of the signs as discussed at
the last Bicycle and Pedestrian Advisory Committee Regular Meeting. Mr. Howell replied
that it would be a monument style sign and that they were working with the owners of the
Town Center to find the best locations for such signs.
Vice Chairperson Dan Finley and Committee Member Larry Hartman asked about the size
of the signs. Mr. Howell referred to several photographs and assured the Committee that
the dimensions of the signs were Florida Department of Transportation approved.
Additional comments regarding size of signs, sight distance requirements, and references
to photographs ensued. Chairperson Mah provided additional information regarding the
Florida Department of Transportation approval process.

Vice Chairperson Finley inquired as to when these signs would be implemented. Mr.
Stevenson then discussed the future of the project including pending changes, approvals,
and funding. Further discussion regarding the proposed locations of monument signs
ensued.
Chairperson Mah asked, "Are any right-of-way acquisitions needed?" Mr. Stevenson
replied, "Not all of them at this point would be in the right-of-way, we may have to do
some acquisitions, or hopefully just some Easements to place them adjacent to the right-
of-way."

503. Community Development Department—Planning Division
The Community Development Department — Planning Division Is Requesting That
The Bicycle And Pedestrian Advisory Committee Receive Information And Discuss
I'llThe Comprehensive Plan Multi-Modal Element.
Ms.Amanda Webb,Planner,Community Development Department presented this Agenda
Item and gave an introduction of the Comprehensive Plan and Evaluation Appraisal Report.
Ms. Webb referred to Element 2 of the Comprehensive Plan that detailed the goals,
objectives, and policies as they are related to transportation, specifically Policy 1.2.7: that
referred to turning major roadways within the City into "Complete Streets".
Continuing, Ms. Webb referred to photograph examples of"Complete Streets" in the City
with additional comments, and then referenced photograph examples of "Constrained
Streets" within the City with additional comments. Ms. Webb added that the
Comprehensive Plan emphasizes the need for"Complete Streets".
Ms. Webb highlighted Objective 1.5: and noted that it addressed landscaping and
streetscaping elements throughout the City that includes benches and transit stops. Ms.
Webb explained the Comprehensive Plan also required pedestrian circulation plans for
many site plans to include adequate crosswalks and pedestrian connections to the main
structure in these plans.
In conclusion, Ms. Webb summarized the presentation and encouraged Committee
Members to provide feedback and input, along with any questions they may have.
Additional discussion about the Town Center District continued. Mr. Stevenson provided
further comments regarding the increasing demand for Wayfinding Signage and other
future multimodal transportation enhancements. Mr. Stevenson again invited Committee
Members to provide input and communicate with Staff.

Committee Member Kit Lecky expressed concern about bicycle safety and the width of
sidewalk space. Mr. Stevenson noted the Staff's preference for wider, up to twelve foot
(12') sidewalks where applicable in the Town Center and other areas of the City. Further
comments.
Vice-Chairperson Finley remarked about development along Tuskawilla Road. Mr.
Stevenson referred to a map and with additional comments, reiterated that if Committee
Members have anything they wish to discuss with Staff, to please call them.
