SYNOPSIS: A 114 -unit townhome community is proposed on 8.35 acres located east of Michael Blake Boulevard Road, north of the future extension of Tree Swallow Drive, and generally south and west of the Cross Seminole Trail in the Winter Springs Town Center. The Community Development Department has reviewed the Aesthetic Review Plans, Final Engineering Plans, and one Special Exception request for this project. The proposed townhome community is located on 8.35 acres located east of Michael Blake Boulevard Road, north of the future extension of Tree Swallow Drive, and generally south and west of the Cross Seminole Trail in the Winter Springs Town Center. The Town Center Townhomes project will offer 114 units of new townhomes along with private garage parking, 229 parking stalls, and two points of Cross Seminole Trail access. Aesthetic Review Plans (Exhibit A attached): The proposed project consists of 51 two story townhomes and 63 three story townhomes. Cladding includes a combination of siding and stucco in gray tones with white accents. Where the project abuts Town Center through streets and the Cross Seminole trail the townhomes will face the public right-of- way. This project consists of internal streets with Town Center standard sidewalks, street trees, landscaping, and other resident amenities. Final Engineering Plans: The Winter Springs Town Center Townhomes is a proposed 114 -unit townhome community. The plan depicts twenty townhome buildings, one amenity building and a mail kiosk on the approximately 8.35 acre parcel. The parcel is currently owned by DFC Seminole Crossing LLC. The community is comprised of both public roadways and private alleys. Parking will be accommodated through a combination of on -street parking and garage parking for 229 total parking stalls, including one handicap stall. This allows for an acceptable parking ratio of 2.01. Each unit will have a two -car garage. The site includes two new trail connections off the private alleys which will provide as an additional amenity and increase usage of the Cross Seminole Trail. Access to and from the site will be from Michael Blake Boulevard and the Tree Swallow Road extension. The extension of Tree Swallow Road at the Michael Blake Boulevard roundabout is to be built in conjunction with this project. The site includes both public and private parking, an amenity area with a pool, greenspace, mail kiosk, and two Cross Seminole Trail access points. The project includes enhanced landscaping, site lighting, and signage to match the surrounding Town Center properties. The site will be bordered by The Blake to the west, a vacant parcel to the south, and the Cross Seminole Trail to the north and east. The site's stormwater is master planned into The Blake Apartments master stormwater pond, which is April 3, 2019 Planning And Zoning Board/LPA - Agenda, Item 402 Page 3 of 4 located directly east of the proposed project. No additional onsite stormwater treatment is required. Onsite collection and piping facilities will route stormwater to the master pond. The project will connect to existing City of Winter Springs water and sewer. The site will connect to a lift station that was constructed with The Blake Apartments and the City has water and sewer plant capacity to service this development. The proposed townhome project includes a small network of public streets and alleys. The streets have been designed in substantial conformance with Town Center street standards, which includes six foot sidewalks, parallel parking, and asphalt roadway. According to the traffic impact analysis, both the right and left turn lanes on both westbound and eastbound SR 434 are adequate for the projected traffic volumes related to this project. The southbound right turn lane on Michael Blake Blvd is also adequately sized for this project. The preliminary engineering plan for this project was recommended for approval at the January 3, 2018 Local Planning Agency/Planning and Zoning Board meeting with a 4-0 vote. The preliminary engineering plan for this project was approved at the January 22, 2018 City Commission meeting with a 5-0 vote. Special Exceptions: The applicant is requesting approval of a Special Exception request. In granting a Special Exception, per the Town Center Code, the City Commission must find substantial competent evidence that: a. The proposed development contributes to, promotes, and encourages the improvement ofthe Winter Springs Town Center and catalyzes other development as envisioned in the Winter Springs Town Center regulations. b. The proposed development will not have an unfavorable effect on the economy of the Winter Springs Town Center and complies with the economic fiscal impact requirements set forth in the City's Comprehensive Plan and code. c. The proposed development abides by all rules in this code other than those specially excepted. d. The proposed development meets any reasonable additional conditions, restrictions, or limitations deemed necessary by the city commission in order to preserve and promote the intent of the Winter Springs Town Center District Code. e. With respect to each waiver requested, the specific waiver shall comply with all of the following: (i) Is a result of special conditions and circumstances which are peculiar to the land, site plan, structure or building involved and which justify granting the waiver in the context of the overall proposed development being successful within the town center; (ii) Is the minimum waiver from the town center regulations necessary to make possible the reasonable use of the land, building or structure; (iii) Is in harmony with the general intent and purpose of the town center regulations; (iv) Will not be injurious or incompatible to the town center and any surrounding neighborhood or property; and (iv) Will not create a public nuisance or be detrimental to the public health, safety, and welfare relative to public services including water, sewer, surface water management, police, fire, parks and recreation, streets and traffic patterns, public transportation, marina and water ways, bicycle and pedestrian facilities. April 3, 2019 Planning And Zoning Board/LPA - Agenda, Item 402 Page 4 of 4 The applicant requests that the Planning and Zoning Board consider the following Special Exception requests: Special Exception Request #1: The applicant requests a Special Exception to decrease the minimum height requirements for Accessory Buildings from two stories to one story to permit the construction of a community amenity building adjacent to the community pool. Sec. 20-325. - Transect standards. T5 (Urban Center Zone) Building Height Accessory Buildings 2 Stories Minimum FISCAL IMPACT: Approval of the Aesthetic Review plans, Final Engineering Plans, and Special Exceptions allows the subject property to be developed into a 114 -unit Townhouse community with an amenity building. Development of the subject property as a townhouse community is anticipated to provide an increase to the City's taxable value, as well as support current and future retail in the Town Center. COMMUNICATION EFFORTS: The Meeting Agenda and this Agenda Item have been forwarded to the Planning and Zoning Board members and are available on the City's Website, LaserFiche, and the City's Server. The Agenda has been forwarded to the Mayor and City Commission; City Manager; and City Attorney/Staff. Additionally, the Meeting Agenda has been sent to media/press representatives, all Homeowner's Associations on file with the City, all individuals who have requested Agenda information, Department Directors; and also posted outside City Hall; posted inside City Hall with additional copies available for the general public. STAFF RECOMMENDATION: Staff recommends that the Local Planning Agency/Planning & Zoning Board consider a recommendation to forward to the City Commission for the Aesthetic Review, Final Engineering Plans, and Special Exceptions for Winter Springs Town Center Townhomes, subject to the satisfaction of any remaining open Staff review comments.
