CALL TO ORDER
The Regular Meeting of Tuesday, April 17, 2018 (Rescheduled from Thursday April 5,
2018) of the Oak Forest Wall and Beautification District Advisory Committee was called
to Order at 5:30 p.m. by Vice -Chairperson Bill Hogaboorn in the Commission Chambers
of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).

The Public Works/Utility Department — Urban Beautification Division Is Requesting
The Oak Forest Wall And Beautification District Advisory Committee To Receive
Information And Discuss The Fiscal Year 2017-2018 Budget.

The Public Works/Utility Department — Urban Beautification Division Is Requesting
The Oak Forest Wall And Beautification District Advisory Committee To Receive An
Overview of Landscaping Projects,
Mr. Brian Fields, Director, Community Development Department, introduced himself,
referenced some recent staff changes within the Public Works/Utility Department, and
stated, "We have made some organizational changes with the Urban Beautification
Division; we have moved it from Public Works and Utilities into Community
Development." Discussion followed on the strategic reasons as to why this changed
occurred.
Ms. Kelly Balagia, Budget Analysis, Finance and Administrative Services Department,
presented this Agenda Item and reviewed the Debit Service Fund and stated, "You might
have noticed on your most recent tax bill last fall that there was no Capital Assessment for
this any longer. It was anywhere from sixty-four [dollars] ($64.00) to seventy-two dollars
($72.00) over the years and it's paid off-, so, that debt has been fully retired. What we do
still have in this fund is a little bit of— equity.
You can see in that last column, eight thousand three hundred ninety seven dollars
($8,397.00) so that's how we ended the year FYI 7. So that is about how much money we
have earned; a little bit of interest earnings on that this year to add to that, but those funds,
it will be necessary to spend those monies on a capital project, because that was the original
intent of this Assessment."
Discussion ensued on some eligible capital projects.
Continuing, Ms. Balagia commented, "So, once that money is spent, then this fund
completely goes away and will completely deplete this fund. Then going forward pretty
much we're just dealing with the Oak Forest Maintenance Fund."

Next, Ms. Balagia reviewed the Maintenance Assessment Fund Followed by additional
comments.
Brief discussion ensued on expenses that had occurred during Fiscal Year 2017-2018.
Chairperson Bill Hogaboom inquired as to when the capital funds would need to be spent
to which Ms. Balagia answered, "It really should be spent by the end of September."
Discussion followed on steps taken to develop the budget for each fiscal year.
Ms. Jennifer Hitchcock, City Arborist and Beautification Coordinator, Community
Development Department, introduced herself and stated, **I'm really happy to be here at
the City of Winter Springs and everyone has been so warm and welcoming.""
.Ms. Hitchcock addressed a previous landscape proposal and stated, "I would like to modify
and change and make it a little more maintenance friendly. Maybe look at some different
options for plant material and get some new ideas." Comments followed on possibly
additional proposals and the plans for the median at Winter Springs Boulevard.
Chairperson Hogaboom suggested looking for plants and trees that would not block any
sight lines and also pointed out, "The lights that are in the planters, we probably need to
get an electrician or someone to look at them. They keep tripping out." Brief discussion
followed on sight lines and the lights in the planters.
Committee Member Robert Carril inquired about reducing the assessment fee to which Ms.
Balagia answered, "That would go before the Commission with the budget."
Discussion followed on necessary steps to reduce the assessment fee. Mr. Fields stated, "I
think we do have some projects; new staff kind of getting a new assessment to everything
and understanding the needs and after that process, if we go through that and you are in
very good financial shape, if we feel at that time we could possibly move forward with a
recommendation for a reduction, we could bring that either at a special meeting of this
group or at your regular meeting next year."
