REQUEST:
The Parks and Recreation Department wishes to advise the City Commission of changes to
the Lynx bus service agreement at the Senior Center.
SYNOPSIS:
The following is a summary of the recent changes with Lynx bus service regarding senior
transportation at our Senior Center. There is no interruption in service.
Effective March 15, 2019, Senior Center Trips will be booked per Lynx standard
reservation process. The cost will be reduced from $19.65 per person per trip to $8.00 per
person per trip. Participants will call Lynx directly to make their own reservations for pick
up on the day(s) they choose to attend the senior center. City will continue to provide
transportation for the senior center members who are Winter Springs residents through a
coupon book system at a cost of $8/day.
CONSIDERATIONS:
CURRENT SERVICE
. Lynx was required by Florida Law to terminate the current agreement.
. Average weekly riders currently is 8-11 per trip. Service is offered (2) Two days per
week, Wed & Fri. One bus is used per day.
. FY 19 annual cost is approximately $18,000. Cost is $19.65 per person per day.
. Staff has looked for ways to reduce costs of transportation and discovered the
Lynx has two different programs. 1) TD program; 2) ADA program.
. This cost change could result in a 40-50% savings annually ($7,000-9,000). If
estimated ridership numbers and frequency remained neutral.

. All current riders have already qualified for the ADA program
Both programs follow the steps below to qualify.
. Step 1- Individuals must complete an application to determine whether they
are "transportation disadvantaged" or ADA eligible", both are available.
. Step 2- A doctor's report is sent to Lynx on their behalf and they are registered for
lynx transportation.
. Step 3- Individuals then book their own reservation based on the day they want. All
(5) five days are available for transportation to the center, however, our residents only
use two days
. TD program is $5.00 per round trip and the ADA program is $8.00 per round trip.
FISCAL IMPACT:
Projected savings of $7,000-$9,000 annually depending on the number of trips per year.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission receive and review the information provided.

This letter will serve as thirty (30) day notice to terminate LYNX Bus Service Agreement No.18-
C47 between the Central Florida Regional Transportation Authority d/b/a LYNX and the City of
Winter Springs in accordance with Section 5(a) Termination at Will for the provision of paratransit
bus services for Winter Springs Parks and Recreation Division. Effective March 14, 2019 Senior
Center trips will be booked per LYNX standard reservation process and a co -pay will be required
at the time of trip.
Discussions over the past several months have determined that the LYNX services that were
previously agreed to and provided were outside of the parameters of what LYNX is permitted to
do under the Federal Transit Administration regulations for paratransit services.
