A RESOLUTION OF rI-IE CITY OF WINTER SPRINGS,
FLORIDA, ADOPTING THE FINAL OPERATING MILLAGE
RATE AND THE FINAL VOTED DEBT SERVICE MtLLAGE
RATE FORTHE crry OF WINTER SPRINGS FORTHE FISCAL
YEAR COMMENCING ON OCTOBER 1, 2017 AND ENDING ON
SEPTEMBER 30, 20.1.8; ANNOUNCING THE PERCENTAGE BY
WHICH THE FINAL OPERATING MILLAGE RATE IS MORE
THAN THE ROLLED -BACK RATE; PROVIDING FOR
SEVERABILITY; PROVIDING FOR REPEAL, OF PRIOR
INC'ONSISTENT RESOLUTIONS; AND PROVIDING FOR AN
EFFECTIVE DA"I'E.
WHEREAS, the City Conit-nission of Winter Springs of Seminole (-'Otinty,
Florida, on September 25, 2017, adopted Fiscal Year 2017-2018 Final M-illage Rates
following a, public hearing as required by Florida StatUte 200,065,'
WHEREAS, the City Commission of Winter Springs of Seminole County,
Florida, held a public hearing as required by Florida Statute 200,065,
WHEREAS, the gross taxable value for operating purposes not exeiript from
taxation within Seminole County has been certified by the Serninole County Property
Appraiser to the City of Winter Springs as $2,153,501,273 -1
WHEREAS, the, City Commission of Winter Springs desires to adopt the final
operating millage rate and publicly announce the percent, if any, by which the final
operating millage rate is more than or less than the rolled -back rate, and adopt the final
voted debt service rate', and
WHEREAS, [lie City Commission of Winter Springs deenis dial this Resolution
is in the best interest of the public hea,11h, safety, and welfare of the citizens of Winter
Springs,
NOW, THEREFORE, BE ITRESOLVED BY THE CITY COMMISSION
OF THE (.11"'Y OF WINTER SPRINCFS, SI MINOLE COUNTY, FLORIDA, AS
FOLL,OWS:
Section 1. Incorporation of Recitals, The foregoing recitals are deemed true and
correct and are hereby fiffly incorporated by this reference,
aSection 2. The City Commissl on adopts its 11ria.1 operating irrillage rate of 2,4300
iTiiTs 7�-i—id its final voted debt service millage rate of 0.0600 rnills for the fiscal year
commencing October- 1, 2017 and ending September 30, 2018,

Section 3. The final operating millage rate of 2.4300 mills is 6,15% more than the
computed rolled -back rate of 2.2893 mills.
Section 4. Within three (3) days of the date of this Resolution, the Finance and
Administrative Services Director shall forward the Resolution adopting the final millage
rates to the Seminole County Property Appraiser and the Seminole County Tax Collector,
Section 5. Within thirty (30) days of the date of this Resolution, the Finance and
Administrative Services Director shall certify compliance with Chapter 200, Florida
Statutes by causing the Certification of Compliance, along with all necessary
documentation, to be sent to the Property Tax Administration of the Department of
Revenue.
Section 6. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts
of resolutions in conflict herewith are hereby repeated to the extent of the conflict,
Section 7. Severability. If any section, subsection, sentence, clause, phrase, word, or
portion of this Resolution is for any reason held invalid or unconstitutional by any court
of competent jurisdiction, such portion shall be deemed a separate, distinct and
independent provision and such holding shall not affect the validity of the remaining
portion hereto.
Section 8. Effective ate. This Resolution shall become effective immediately upon
adoption by the City Commission of the City of Winter Springs, Florida.
RESOLVED by the City Commission of the City of Winter Springs, Florida, in a public
hearing assembled on this 25"' day of September 2017.
