WHEREAS, the City Commission of the City of Winter Springs has held a public hearing
on the tentative millage rates pursuant to Florida Statute 200.065, Subparagraph (c);
WHEREAS, the City Commission of Winter Springs desires to adopt the tentative
operating millage rate and publicly announce the percentage change by which the tentative
proposed operating inillage rate is more than the rolled -back rate, and adopt the tentative voted.

Resolution is in the best interest of the public health, safety, and welfare of the citizens of Winter
Springs.
WHEREAS, the gross taxable value for operating purposes not exempt from taxation
within Winter Springs has been certified by the Seminole County Property Appraiser to the City
of Winter Springs as $2,153,501,273.
Section 1. Incorporation of Recitals, The foregoing recitals are deemed true and correct and
are hereby fully incorporated by this reference.
Section 2. The City Com rlission adopts its tentative operating millage rate of 2.4300 mills
and its tentative voted debt service millage rate of 0.0600 mills for the fiscal year commencing
October 1, 2017 and ending September 30, 2018.
Section 3. The tentative operating millage rate of 2.4300 mills is more than the computed
rolled -back rate of 2.2893 by 6.15%l
Section 4. Within fifteen (15) days of the date of this resolution, the Finance and
Administrative Services Department shall advertise in a newspaper of general circulation its intent

to finally adopt the millage rates and budget and shall hold a public hearing to adopt the millage
rates and finalize the budget not less than two (2) days or more than five (5) days after the date the
advertisement is first published.
Section 5. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts of
resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 6. Severability. If any section, subsection, sentence, clause, phrase, word, or portion
of this Resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portion hereto.
Section 7. Effective Date. This Resolution shall became effective immediately upon
adoption by the City Commission of the City of Winter Springs, Florida.
RESOLVED by the City Commission of the City of Winter Springs, Florida, in a regular meeting
assembled on this 181h day of September, 2017.
