REQUEST:
The Parks and Recreation Department requests the City Commission approve the naming
of the newly constructed pavilion at Trotwood Park in honor and memory of former
Commissioner Pam Carroll; the official name would be the "Pamela A. Carroll Memorial
Pavilion".
SYNOPSIS:
The Parks and Recreation Department is seeking Commission approve to officially name
the beautiful new 4,000 square foot family pavilion at Trotwood Park in honor and memory
of former Commissioner Pam Carroll.
CONSIDERATIONS:
Commissioner Pam Carroll served the City of Winter Springs for years as a member of
many committees, advisory boards and ultimately as City Commissioner/Deputy
Mayor. Pam was very active in the Tuscawilla community with businesses, families and
park activities, including editor of the Tuscawilla today. Pam was also an ardent supporter
of our parks and special events. Her family also spoke of how proud they were of the hard
work she was involved in over her many years of service.
. Pam served on the Special Events Committee from 2006-2010.
. Pam served on the Parks and Recreation Advisory Board from 2010-2012.
. Pam served on the Districting Commission from 2010-2012.
. Pam was City Commissioner from 2012-2018.
. Pam was actively involved in improving the quality of life for many seniors through a
variety of activities and trips at our Senior Center.

. Pam was involved in bringing the Art Festival to Winter Springs and served on the
planning committee for many years.
. Pam was involved early on in the concept phase of this pavilion and was very excited
about it coming to life.
. A memorial plaque honoring Pam will be placed next to the pavilion permanently.
. A dedication Ceremony is tentatively scheduled for March 31, 2019 in concert with
the THOA annual Family Picnic (More information to follow).
We respectfully feel that designating this beautiful new Parks facility in Pam's name and
honor would be an appropriate way to honor her service to the City and her love of its
Parks, and to honor and recognize her memory and legacy for decades to come.
FISCAL IMPACT:
The only incremental cost of approval of this request is the cost of the related
permanent memorial plaque. This is estimated at$3,500.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
The Parks and Recreation Department recommends the City Commission officially name
the new pavilion at Trotwood Park, the "Pamela A. Carroll Memorial Pavilion" in honor
and memory of former Commissioner Pam Carroll.
