charges being brought against you before the City of Winter Springs Code Enforcement Board which has the power to levy
fines up to $250.00 per day for first offenses or up to $500.00 for repeat offenses per day that the violation remains. Please
note the date to have the cited violations corrected:

IPMC 304.6 Exterior Walls
All exterior walls shall be free from holes, breaks, and loose or rotting materials; and
maintained weatherproof and properly surface coated where required to prevent
deterioration.
IPMC 304.2 Protective Treatment
All exterior surfaces, including but not limited to, doors, door and window frames,
cornices, porches, trim, balconies, decks and fences shall be maintained in good
condition. Exterior wood surfaces other than decay resistant woods shall be
protected from the elements and decay by painting or other protective covering or
treatment. Peeling, flaking and chipped paint shall be eliminated and surfaces
repainted. All siding and masonry joints as well as those between the building
envelope and the perimeter of windows, doors, and skylights shall be maintained
weather resistant and water tight. All metal surfaces subject to rust or corrosion shall
be coated to inhibit such rust and corrosion and all surfaces with rust or corrosion
shall be stabilized and coated to inhibit future exterior surfaces. Oxidation stains shall
be removed from exterior surfaces. Surfaces designed for stabilization by oxidation
are exempt from this requirement.

• On October 16, 2018 while on patrol I observed exterior
wall rotting and mold/mildew from the roadway of Lancers
Drive. Upon inspection from the sidewalk I noticed four
large pieces of rotting wood on the rear wall of this
residence & mold/mildew on the north side soffit.
• As a result, I mailed
(certified/return receipt)
out a NCV outlining the
violations and gave a
correction date of
November 30, 2018.
• The NCV was returned
back to me with the word
"Refused" written across
the envelope.
• On October 31, 2018 I
posted the same letter via
a stake on the front yard of
the residence in a
waterproof bag.
• On November 5, 2018 I spoke with Mr. &
Mrs. Miller. They assured my that repairs
would be completed prior to Christmas or
just thereafter. They did have the soffits
cleaned and that violation became in
compliance. The only remaining violation
would be the rear exterior wall.
• As of January 3, 2018
no work has been
completed on the rear
exterior wall. I went
to their residence and
tried to make contact
with them. No contact
was made, I posted the
CB letter on their
door, City Hall, and
mailed one out
certified/return receipt.

Code Enforcement Division
• I recommend that the owners are found in violation and
afforded an extension of 120 days (Wednesday May 22,
2019) to come into compliance. If found in subsequent non-
compliance, afine of $250.00 per day be imposed.
