REQUEST:
The Community Development Department is requesting that the City Commission make
appointments to the seven member 2019 Districting Commission, pursuant to Section 4.02
of the Charter of the City of Winter Springs.
SYNOPSIS:
By February 1, 2019, the City Commission must appoint seven (7) city electors to serve on
the 2019 Districting Commission. City Staff with work with the Districting Commission to
evaluate and identify any proposed changes to the City's Commission Districting Map. A
final report including a recommended plan for adjustment of the Commission District
boundaries, if any, will be submitted for City Commission approval in May 2019.
CONSIDERATIONS:
Pursuant to Section 4.02 of the Charter of the City of Winter Springs, the Mayor and
City Commissioners must make appointments to the seven (7) member Districting
Commission.
By February 1, 2019, the City Commission must appoint seven (7) city electors
determined from the registration of the last election; one (1) to be appointed by each
Commissioner from their respective district, and two (2) appointed by the Mayor
from the city at large.
. All seven (7) appointed electors on the Districting Commission must be Winter
Springs residents and registered voters as of the last regular election in November

2018. Each of the five (5) Commissioner -appointed electors must live in their
respective Commission District. Electors appointed shall not be employed by the
City in any capacity.
. The Districting Commission shall file their report with the City within one hundred
twenty (120) days of appointment to the Districting Commission. This report will
contain a recommended plan for adjustment of the Commission district boundaries.
The Districting Commission shall consider the following specific criteria in their
recommendations for any district boundary adjustments:
o Each district shall be formed of compact, contiguous territory and its boundary
lines shall follow the centerlines of streets insofar as practical or possible, or
other boundaries available.
o The districts shall be based upon the principle of equal and affective
representation as required by the United States Constitution and as represented
in the mathematical preciseness reached in the legislative apportionment of the
state.
o The report shall include a map and the description of the districts recommended
and shall be drafted as a proposed ordinance.
. The planned schedule for the Districting process is as follows:
o December 10 and January 14: City Commission makes appointments to the
Districting Commission
o January 28: City Commission approves a Resolution for the appointments and
establishes a report deadline in May 2019
o June/July 2019: First and Second Readings of the Ordinance adopting the new
Districting Map
FISCAL IMPACT:
This agenda item is for making appointments to the 2019 Winter Springs Districting
Commission and it has no fiscal impact.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the

City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission appoint the seven member Districting Commission,
as set forth in the provisions of Section 4.02 of the City Charter.
