REQUEST:
The Utility Department requesting City Commission approval to award a contract to Precon
Corporation in the amount of $84,000.00 plus a 20% contingency to make repairs to the 1.0
million gallon (MG) ground storage tank at Water Treatment Plant 41 located on 851
Northern Way.
SYNOPSIS:
The purpose of this Agenda Item is to authorize repairs in the amount of $84,000.00 plus a
20% contingency to Precon Corporation for the 1.0 MG ground storage tank repairs at
Water Treatment Plant 41 noted during a recent inspection of the storage tank.
CONSIDERATIONS:
This project is needed to perform major maintenance to the 1.0 MG potable water ground
storage tank at Water Treatment Plant 41.
This tank was constructed in 1981 by Crom Corporation. There are only two companies in
Florida that construct prestressed concrete tanks, Crom Engineering and Construction
Services, Inc. of Gainesville and Precon Corporation of Newberry. Staff solicited proposals
from both companies to implement all recommendations contained in the inspection report.
The Precon bid was $84,000.00 and the Crom bid was $125,200.00. Precon Corporation
was chosen because they were the low bid and are qualified to make such repairs.
FISCAL IMPACT:
Funding is appropriated in the Utility Enterprise Fund Construction in Progress (CIP) line
code for ground storage tank repairs at Water Treatment Plant 41 in FY2019. The amount

requested for the repairs ($84,000.00 plus 20% contingency) will be paid from this fund.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission authorize Precon Corporation to perform the
ground storage tank repairs at Water Treatment Plant 41 for $84,000.00 plus a 20%
contingency, and authorize the City Manager and City Attorney to prepare and execute any
and all applicable documents.

PROPOSAL
Subject: City of Winter Springs, FL
Repairs to Tank #2 at WTP #1
Description: 1.0 MG GST 100'-0" ID x 17.33' WH
1. MATERIALS AND SERVICES TO BE FURNISHED BY PRECON CORPORATION
Precon proposes to furnish all labor, material, equipment, scaffolding, forms and
supervision required to complete the repairs in accord with the request of the City of
Winter Springs and Precon Corporation's standard prestressed concrete tank design.
The services to be furnished by Precon Corporation are specifically:
a. Pressure wash exterior wall and dome at 5,000 PSI
b. Apply one coat of Sherwin-Williams Loxon Conditioner at 1 mil DFT to improve
bond between existing coating and new coating.
c. Stripe coat any cracks on exterior wall and dome with Sherwin-Williams Loxon
XP at 8 mils DFT.
d. Apply two coats of Sherwin-Williams Loxon XP at 8 mils DFT per coat
e. Inspect existing dome hooks, replace if necessary
f. Sandblast and recoat existing manhole frame with two coats of epoxy paint
g. In 2 areas at floor wall connection with staining, chip back to diaphragm, repair
if necessary and patch over.
h. In areas on interior wall with staining, chip back to diaphragm, repair if
necessary and patch over.
i. Sandblast the entire area of the underside of the dome and top 3' of walls
j. Use Sherwin-Williams Duraplate 2300 to repair any areas with corroding
reinforcing chairs
k. Coat entire interior dome and top 3' of interior walls with 2 coats of Sherwin-
Williams Macropoxy 646PW at 6 mils DFT per coat
I. Sandblast and paint discharge and inlet pipes with Sherwin-Williams
Macropoxy 646PW
m. Remove deteriorated concrete around offset center vents back to sound
material and repair with epoxy mortar.
n. Caulk around screens on all emergency overflows
o. Cleanout aerator
p. Touch up any delaminated coatings in aerator
q. Replace any corroded hardware on aerator

3. COMMENCEMENT AND COMPLETION
We are prepared to furnish sufficient labor, materials and equipment to complete the work
within approximately 4 weeks per tank after a mutually agreeable start date.
4. SHOP DRAWINGS AND DESIGN DATA
We will submit all data required for approval prior to starting work.
6. BOND
The cost of a payment -performance -maintenance bond, issued for a one-year period, is
to be added to the bid price if required. The price for this bond is $12.00 per $1,000.00.
If utilizing sub -guard, any bonds required will be added to the tank price.
7. SAFETY
This proposal is based on performing the work in accordance with Precon Corporation's
Safety Program, which meets or exceeds CFR 1926 OSHA Standards. If any additional
safety requirements are placed upon us, such as additional site training or safety
equipment, the cost for such additional requirements plus overhead shall be reimbursed
to us.
8. INSURANCE
Precon will furnish an insurance certificate showing coverage of liability, property and
worker's compensation insurance upon request. Our insurance will be carried in accord
with the general condition requirements. An additional amount will be added to our
subcontract price if there are any extra requirements. Builder's Risk insurance will be
carried in accord with general conditions requirements.
9. ARBITRATION
Any dispute or claim between us shall be settled by arbitration in accord with the
American Arbitration Association rules relating to the construction industry. The
arbitrator's decision may be entered in any court having jurisdiction.
10. ACCEPTANCE
This proposal is offered for your acceptance within 15 days. This proposal is based on
the conditions of the AIA Standard Form of Agreement Between Contractor and
Subcontractor, and it shall be made part of any subcontract.
