REQUEST:
The City Clerk wishes to inform the City Commission of the Candidates that have Qualified
for the November 6, 2018 City of Winter Springs General Municipal Election.
SYNOPSIS:
Each year that a General Municipal Election for the City of Winter Springs is held, the City
has a Qualifying Period for individuals to Qualify who are interested in running for Elected
Office in the City.
This year, the following Seats are up for Election [for a four (4) year Term of Office]:
. Mayor: Currently held by Mayor Charles Lacey
• Seat Two: Currently held by Commissioner Kevin Cannon
. Seat Four: Currently held by Commissioner Jack Hays
Additionally this year, the following Seat is up for Election [for a two (2) year Term of
Office]:
Seat Three: Currently held by Commissioner Ken Greenberg
CONSIDERATIONS:
As noted in the Winter Springs Charter:
Section 4.03. - Election and terms.
(a) The regular election of mayor and commissioners shall be held at the time provided for
in Section 8.0,1. of this Charter. All elections shall be for four-year terms of office. The
terms of the mayor and commissioner shall begin at the next scheduled regular or special

meeting of the city commission of each year an election is held, and its members shall serve
until their successors have taken office.
(b) City commission seats are hereby designated as seats one, two, three, four and five.
(c) The mayor shall be limited to three (3) consecutive full terms of office. Commission
members shall be limited to three (3) consecutive full terms of office. The mayor or
any commission member who has served three (3) consecutive full terms of office
after having been out of office for a period of one (1) year, shall be eligible for
election to successive three (3) consecutive full terms of office; provided however,
this limitation shall not prohibit a person who has served three (3) consecutive full
terms of office as mayor from qualifying and being elected as a commission member;
nor shall this limitation prohibit a person who has served three (3) consecutive full
terms of office as a commission member from qualifying and being elected as mayor
of the city.
And as noted in the Winter Springs' Code of Ordinances:
Sec. 2-87. - Qualification of candidates.
Each candidate seeking the office of city commissioner or mayor or any other elective
office of the city shall file a petition signed by fifteen (15) registered voters of the city with
the city clerk. Each candidate seeking the office of city commissioner or mayor of any other
elective office of the city shall have resided in the city one (1) year prior to the time of
qualifying. Each candidate seeking the office of city commissioner shall be a resident of a
designated commission district as established by ordinance and shall have resided in the
designated commission district six (6) months prior to the time of qualifying.
Notwithstanding the above requirement, city commissioners shall run at large as
commission candidates under district designation. All candidates for offices in municipal
elections shall be registered and qualified electors of the city at the time of their qualifying
as a candidate with the city clerk and shall file qualifying papers in accordance with state
statutes and pay the qualifying fee and election assessment provided for in aecton 2-88.
Such application shall be filed and the qualifying fee paid during regular business hours any
time after 12:00 noon on the first filing date, which shall be seventy-one (71) calendar days
prior to the municipal election, but not later than 12:00 noon on the sixty-seventh (67)
calendar day prior to the municipal election. In the event, the first or last filing date falls on
a Saturday, Sunday, or legal holiday, then the subject filing date shall be rescheduled to the
next regular business day.
The QUALIFYING PERIOD for the City of Winter Springs' 2018 Municipal Election:
Qualifying Period Began: Monday, August 27, 2018 at 12:00 p.m./Noon:
Qualifying Period ENDED: Friday, August 31, 2018 at 12:00 p.m./Noon
Qualifying packets were available beginning August 10, 2018 and anyone who had noted
an interest in being notified or who has opened a Campaign Account was duly informed.
Qualifying packets were given out upon any request.

COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
Official Notice of the Results from the Qualifying Period were provided to the Candidates
who Qualified, as well as the Seminole County Supervisor of Elections, and were
emailed to the Winter Springs Mayor and City Commission, City Manager, City Attorney,
Department Directors, and also posted in the Lobby at Winter Springs' City Hall.
RECOMMENDATION:
Staff requests the City Commission receive and review the information provided in this
Agenda Item.
