CALL TO ORDER
The Regular Meeting of Wednesday, June 6, 2018 of the Planning and Zoning Board/Local
Planning Agency was called to Order at 5:30 p.m. by Chairperson Bob Henderson in the
East Training Room at City Hall (I 126 East State Road 434, Winter Springs, Florida
32708).

Planning Agency Review And Approve The Wednesday, April d, 2018 Planning And
Zoning Board/Local Planning Agency Regular Meeting Minutes.

MEETING, "MOTION TO APPROVE." MOTION BY BOARD MEMBER MAH.

The Community Development Department Requests That The Local Planning
Agency/Planning And Zoning Board Hold A Public Hearing To Consider One Special
Exception Request To The Town Center District Code To Permit Licensed Massage
Therapy Services Within A Proposed Spa Salon In The T5 Transect Of The Town
Center.
Mr. Brian Fields, P.E.. Director. Community Development Department introduced the
Agenda Item and gave a brief history of the property. Mr. Fields then stated. "What the
applicant has proposed here is a spa; it's a spa and wellness center. It offers range of spa
related services including hair, facial, nails, fitness, acupuncture and within those ranges
of permitted services they have requested massage therapy.
Licensed massage therapy is not a permitted use anywhere in the City, however, in the
Town Center there's a special prevision in the Town Center permitted use matrix. It allows
for any other similar retail store or business enterprise permitted in the relevant transect
provided the proposed use is not specifically limited to a different Town Center transect or
some other zoning district within the City and provided a Special Exception is approved
by the City Commission."
Continuing, Mr. Fields remarked about if the use was approved by the City Commission it
would be considered a conditional accessory use and stated, "The facility couldn't not be
converted to a massage only facility."

Mr. Fields then briefly commented on the low traffic impact, it being a unique use, and it
being less dependent on drive-by customers.
Chairperson Henderson inquired about the facility offering rehab.
Ms. Shar•ifa Bras#ield, I M6 Ti^ee 14calloil' Drive, Winter Springs, Florida: introduced
herself and stated, "As far as the rehab, the only thing we have on our menu would be
sports massage."
Board Member Kok Wan Mah asked, "Is this similar to the scope of services that would
be provided by a Massage Envy type place? How is this different from a facility like that?"
Ms. Brassfield answered, "Almost the same, we are planning to provide a little more
amenities for our clients as far as relaxation lounge, and showers because we also plan to
do body treatments with the massaging."

Lidded to Ms. Brassfield's answer by stating, "It's notjust massage, like Massage Envy, it's
a holistic wellness program with a whole menu of services, massage therapy is just one of
those services."
Vice -Chairperson Bart Phillips inquired about the training that the massage therapist would
have.
Ms. Brassfield stated, "We have companies that will come in and train our massage
therapist for pre -natal, deep tissues, hot stone, and the sports massage.
Brief comments followed on the massage therapist being licensed and the laws that the
State of Florida regulates in that regard.

401. Community Development Department — Planning Division
The Community Development Department Requests That The Local Planning
Agency/Planning And Zoning Board Hold A Public Hearing To Consider A Special
Exception Request To Permit A Multifamily Residential Use In The T4 Transect Of
The Town Center On A 6.46 -Acre Property North Of Blumberg Boulevard And West
Of Tuskawilla Road.
This Agenda [tem was introduced by Mr. Fields who stated, "The property is zoned Town
Center; it's in the T-4 transect. The owner is .Juanita Blumberg. The special exception
request application that we received was to permit multifamily residential units on the
I -astern portion of this property, which is approximately six and a half (6.5) acres of the
total property that's twelve (12) acres. Multifamily residential is not a permitted use
anywhere in the Town Centcr but it can be allowed in the T-4 and the T-5 transect by
special exception approval only."
Continuing, Mr. Fields referenced an aerial map and gave a brief overview of the proposed
project.
Next, Mr. Fields commented, "The point of emphasis, as we look through here, is what is
submitted is for the use of nulltifamily senior condominiums on this six point live (6.5)
acre site. It's not a review of final engineering or the aesthetic — we've shown some exhibits
which we have reviewed, but that is not what is submitted for approval tonight. It was just
to get some context information about the type of product that they have in mind."'
Images were shown of the rendering of what the buildings would look like with brief
comments.
Lastly. Mr. Fields commented on the criteria for the Special Fxception and the City's
stance on the matter.

himself and commented on the location of the site and how beneficial this project would
be for the Town Center.
Chairperson I Ienderson inquired about the location being so close to Winter Springs High
School.

Mr. Chad Minor. Beazer Homes, 151 .Southhall Lane, ,Suite 200. 11critlancl, hlorkla:
introduced himself to the board and answered, "Yes, we arc fully aware of the high school
location. We understand that the high school access road is a bit of a challenge for us." Mr.
Minor continued, "We are committed to coordinate and work with the School Board on
any type of access issues. We don't see the high school as a detriment to our buyers."
Vice Chairperson Phillips asked about the built-in garages and if there was a safeguard in
case someone left their car running.
Mr. Minor answered, "We are obligated to comply with all building. fire, and safety codes."
Board Member Mali inquired about the adjunct lots and who had ownership of that road.
Mr. Fields remarked, "It's a school owned road, essentially from our stand point, we
considered it a private road." Further comments followed about shared access between the
two (2) parcels.
Board Member Mali asked about the height restrictions in the T-4 transect to which Mr.
Fields replied, "It has a four (4) story maximum."
Lastly, Board Member Mali asked, "Granting the use for the multifamily residential
development here does not preclude having commercial here if for example Beazer
changed their mind and decided they didn't want to develop here for whatever reason -
commmercial would still be permitted?"
Mr. Fields answered, "If the Special Exception were granted and then it expired, the
existing permitted uses would remain with or without the Special Exception."
