CALL TO ORDER
The Special Meeting of Thursday, May 17, 2018 of the Tuscawilla Lighting and Beautification
District Advisory Committee was called to Order by Chairperson Tom Vagnini at 5:15 p.m. in the
East Training Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter
Springs, Florida 32708).

The Community Development Department — Urban Beautification Division Requests That
The Tuscawilla Lighting And Beautification District Advisory Committee Receive And
Discuss Information Regarding Landscaping And Irrigation At The Area South Of The
South Entrance Fountain.
Mr. Brian Fields, Director, Community Development Department, commented briefly on the
Chambers' renovation and introduced the Agenda Item.
Ms. Jennifer Hitchcock, City Arborist and Beautification Coordinator, Community Development
Department, reviewed previous discussions regarding the South Fountain area landscaping project.
Ms. Hitchcock referenced a diagram of the area, spoke further on plan details, and noted, "So, the
main — take home from this is that we're going to reduce the scope of work entirely. We don't
need to be landscaping the entire seven hundred fifty feet (750'); I just really proposed, as we
mentioned before, the installation of trees - keeping watered, upgrading the system to support what
we have currently, including the sixteen (16) additional trees."
Discussion followed along with additional diagrams and photographs shown.

Ms. Hitchcock continued her presentation regarding the landscaping project. Then, Committee
Member Kevin McCann commented on a storm grate followed by brief comments from Staff.
Further, comments ensued on sod and tree types.
Regarding BrightView's proposal, Ms. Hitchcock shared her concern with the provided costs and
reviewed the proposal details. Ms. Hitchcock continued, "I still thought it was too high, and I went
outside our contractor, and I got another national company that I'm familiar with and asked them
for a quote. And we walked the property — and they gave me a total of ten thousand five hundred
[dollars] ($10,500.00)."
Chairperson Vagnini asked if BrightView would maintain plant material installed by another
vendor. Ms. Hitchcock indicated the other vendor would guarantee the trees and that there was
little maintenance beyond their installation so it would not be an issue. Much discussion followed
on irrigation and tree installation.
Comments followed on project proposals, various tree options, and plant material warranties.
Related, Committee Member Terri Bivona indicated that she had researched some plant material
and shared her findings. Discussion.
"I MOVE THAT WE ACCEPT THE SECOND PRICING THAT YOU RESEARCHED."
MOTION BY COMMITTEE MEMBER McCANN. MS. HITCHCOCK CONFIRMED,
"OKAY." SECONDED BY VICE -CHAIRPERSON JOHNSON.
COMMITTEE MEMBER BIVONA COMMENTED BRIEFLY ON PRICE. VICE -
CHAIRPERSON JOHNSON NOTED A DIFFERENCE IN PRICE MAY YIELD A
DIFFERENCE IN QUALITY. BRIEF COMMENTS.
COMMITTEE MEMBER McCANN COMMENDED MS. HITCHCOCK FOR HER
WORK REGARDING THE PROPOSALS FOR THE PROJECT.

Discussion followed on the landscape surrounding the city lines between Winter Springs and
Oviedo.

501. Community Development Department — Urban Beautification Division
The Community Development Department — Urban Beautification Division Requests That
The Tuscawilla Lighting And Beautification District Advisory Committee Receive And
Discuss Information Regarding The Current Status Of The Pumps, Motors, And Associated
Backup Facilities At The North And South Fountains.
Mr. Fields presented the Agenda Item and gave a summary of the fountains and their features
including pumps and motors for the waterfalls and geysers. Continuing, Mr. Fields explained the
fiberglass pump boxes such as their locations and associated issues and plans for an improved
concrete pump enclosure.
Chairperson Vagnini commented on his experience with boats, water leakage, and expressed his
support for a concrete enclosure. Much discussion followed on the enclosure, associated issues,
and possible solutions.
On another note, Mr. Fields pointed out a deteriorating concrete lip in each fountain and noted
staff was actively researching solutions. Further discussion ensued.
It was noted the next Regular Meeting was scheduled for Wednesday, July 18, 2018.
PUBLIC INPUT
Chairperson Vagnini opened "Public Input".
Commissioner Ken Greenberg, 1635 White Dove Drive, Winter Springs, Florida: commented on
the history of the fountain pumps and motors, the Homestead Tax Exemption, and the Tuscawilla
Lighting and Beautification District funds.
Mr. Ted Johnson, 1107 Pheasant Circle, Winter Springs, Florida: referred to conversations he had
with the late Mr. Donald Gilmore regarding the fountains.
Chairperson Vagnini closed "Public Input".
